Terms of Reference
- The Fund for Global Human Rights
The Fund is a global organization dedicated to investing in human rights activism to expand justice, dignity, and fundamental freedoms. Rooted in core values of respect, agility, integrity, sustainability, and inclusiveness, the Fund supports activists in some of the world’s most challenging environments. The organization prioritizes long-term, flexible support for effective human rights advocacy and promotes systemic change over isolated interventions. the Fund’s focus includes challenging patriarchy, extractive capitalism, systemic racism, and abuses of power while fostering collective action for a just world.
- Assumption
The research is premised on the assumption that gender inequalities in Uganda are perpetuated by various interlinked factors, including patriarchal cultural norms, religious dogmas, economic and political structures, and media narratives. Systemic change can be achieved by supporting actors who collaborate strategically to influence these determinants of gender justice and who demonstrate resilience and adaptability.
- The Research initiative
III.1. Purpose
The research aims to inform the development of the Fund’s new strategy in Uganda by analyzing the existing landscape of civil society collaborations focused on gender justice. Specifically, it will identify key actors, networks, and mechanisms that contribute to narrative shifts, economic transformation, and policy reforms that support gender justice.
III.2. Methodology
The research will employ a mixed-methods participatory design, including:
- Document review of the Fund’s past engagements, gender justice reports, and policy frameworks.
- Key informant interviews with activists, journalists, donors, policymakers, and thought leaders.
- Focus group discussions with relevant civil society groups.
- Mapping exercises to identify collaborations and key influencers in Uganda’s gender justice landscape.
- Thematic analysis to determine how knowledge is produced, shared, and applied in advocacy efforts.
The Fund will provide relevant materials to support the research, including past reports, strategic documents, and access to key stakeholders.

- Digital activists and social influencers

IV.1. Objectives
- Identify and analyze collaborations within Uganda’s civil society aimed at:
- Changing economic structures that perpetuate gender inequalities.
- Shifting narratives around gender justice.
- Influencing the policy and legislative framework to support gender justice.
- Assess the role of key individuals and groups in shaping gender justice discourse in Uganda.
- Examine how donors and funding mechanisms support knowledge production and systemic change initiatives for gender justice.
IV.2. Logistics
- Estimated start date: 21 April 2025
- Duration: The consultancy will be conducted over a period of two months (8 weeks), and the consultant is expected to propose how he/she intends to use this time and to what achievable milestones.
- Location: The consultant(s) will provide services remotely and will provide his/her/their own workspace and equipment. They will collaborate virtually on a regular basis with the Fund staff members in EDT / GMT -4 and EAT/ GMT +2 and GMT+ 3 time zones. The consultant should plan for data collection in up to three locations.
The consultant will be responsible for travel and logistical arrangements for interviews and focus group discussions.
IV.3. Activities
Activities include but are not necessarily limited to the following tasks :
- Hold initial meetings with program team to discuss the purpose, methodology and other aspects of the research inititative
- Collect, manage, and analyze primary and secondary quantitative and qualitative data.
- Conduct literature and document review.
- Design and validate research tools (interview guides, survey instruments, etc.).
- Conduct interviews and focus group discussions.
- Analyze data and develop research insights.
- Facilitate interpretation and sense-making of preliminary findings
- Draft and finalize a research report with actionable recommendations.
IV.4. Deliverables
- Research plan with main project phases
- Research matrix to map research questions with planned methods and any other primary data collection tools or protocols
- Analytical Matrix: Mapping of civil society platforms engaged in gender justice advocacy, including their financial and technical support sources.
- Annotated Review: Compilation of key individuals, groups, and spaces producing and disseminating gender justice narratives, including their methodologies, audiences, and impact.
- Funding and Collaboration Review: Assessment of donor engagement and resource mobilization for gender justice initiatives.
- Research preliminary findings
- Final Research Report: A comprehensive document synthesizing findings, insights, and strategic recommendations for the Fund’s Uganda program.
IV.5. Guiding Principles
The research process will be grounded in the Fund’s Learning & Assessment principles:
- Ask meaningful questions and seek meaningful responses.

- Competencies
The consultant must possess:
- Expertise in gender justice, human rights, and advocacy.
- Experience in Uganda’s civil society sector.
- Strong analytical and research skills.
- Knowledge of digital advocacy tools and narrative change strategies.
- Proven ability to conduct situational analyses and develop actionable strategies.
- Applied experience with mixed methods research designs,
- Experience is designing and implementing research processes that are within budget and produce actionable recommendations
- Effective written and verbal communication skills in English
- Experience with and access to quantitative and qualitative data analysis software
- Familiarity with virtual meeting and collaboration tools and Microsoft Office applications

V.1. Deadline
Expressions of interest are due by 4 April 2025. Please, submit your expression of interest.
V.2. Requested Information
Expressions of interest are to include three types of documents as described below. This documentation should demonstrate qualifications and proposed costs relative to the terms of reference. It is intended to be brief, and, therefore, considerate of potential consultant time.
- Cover letter of interest detailing
- why you are interested in this work.
- at least one/ or two examples of similar technical work and/or subject matter; and
- proposed software(s) for quantitative or qualitative data analysis.
- Resume or CV of lead consultant and any other people proposed to work directly with the Fund.
- Financial proposal that includes budget categories for Personnel, Travel), and Other Direct Costs, if any. Please make clear the personnel fees or daily rates and estimated number of days for the work.
- Budget
- The funds committed for this research must not exceed $34,000, covering all consultancy fees, logistics, travel, and research-related expenses.
- The budget should include line items for Personnel, Travel (such as hotel, meals, ground transportation), and Other Direct Costs
- The Fund requires the consultant to have access to data analysis software independently of this project. Any proposed software costs should be reflected in the Other Direct Costs section of the proposed budget
