    CPWR – The Center for Construction Research and Training, (www.cpwr.com) a non-profit 501(c)3 with multiple federally-funded grants seeks a degreed (CPA-preferred), self-starting, highly organized, hands-on controller responsible for fiscal administration and compliance of government grants and contract awards, including relationship with subcontractors

    CPWR is the research, development and training arm of the North America’s Building Trades Unions. We are located in downtown Silver Spring, Maryland, convenient to Washington, DC, with accessible public transportation (Metro, MARC) and public parking. CPWR partners with key federal, industry, academic, and worker organizations nationwide to reduce occupational injuries, illnesses, and fatalities in the construction industry. This position will oversee the day-to-day accounting and administrative tasks, including supervision of three to four staff. This position reports to the Associate Director of Finance & Administration.

    CPWR utilizes Deltek Costpoint and Concur. Payroll is done from Costpoint to ADP. CPWR’s annual revenue is approximately $17M from eight distinct federal funding sources.

    Responsibilities:

    Preparation and execution of the annual CFR 200 audit including all audit work papers.

    Reconcile all G/L accounts on monthly basis, including A/R-billings, J/E, C/R, etc.

    Bank reconciliations and monthly close.

    Prepare monthly government financial reports.

    Prepare internal monthly analysis of federal receivables and payables.

    Supervise three to four staff; assign, track and approve work tasks.

    Approve A/P invoices and coding for check run preparation.

    Oversee weekly check runs including posting of invoices/vouchers, running of checks, cash disbursements and drawdown preparation.

    Approve payroll reports including timesheet coding, ADP processing, leave allocations, 401k deduction recording, and pension allocations.

    Oversee weekly payroll including posting of labor distribution to Costpoint, creating voucher in Costpoint to capture ADP journal entry amounts, and drawdown preparation.

    Draw down federal funds.

    Track line-item costs against approved project budgets.

    Track individual consultant/consortium contract budgets per project using excel VLOOKUPs and/or Pivot Tables as appropriate. Other options will be considered.

    Assistance/Responsibility for preparation of annual budgets for non-competing and competitive grant applications including budget justifications.

    Provide administrative support for all grant applications including uploading information to the Agency’s appropriate electronic platform.

    Provide administrative support for HR, business insurance, compliance testing and IT.

    CPWR: The Center for Construction Research and Training does not sponsor applicants for work visas.

    Requirements:

    Bachelor’s or advanced degree in Accounting/Finance, Business or related field.

    Previous experience with CFR 200 Requirements and audit preparation.

    Proficiency in Excel including VLOOKUPs, and Pivot Tables.

    Working/Advanced knowledge of Deltek Costpoint strongly preferred.

    Working/Advanced knowledge of Concur Software is important, but not necessarily required.

    Must have previous management experience.

    CPA or prior auditing experience strongly preferred.

    Excellent verbal and written skills required.
