    Director of Operations and Human Resources

    Location: Little Tokyo Service Center Office

    Hours: Full-time, salaried, exempt

    Range of Pay: $110,000 to $135,000 yearly (based on experience)

    Reports To: Executive Director

    Background:

    For over 40 years, Little Tokyo Service Center (LTSC) has provided a safety net of social welfare and community development services to empower people and communities in need. LTSC provides culturally and linguistically appropriate services to the Japanese American community in the Southland, builds multi-family affordable housing projects to uplift low-income neighborhoods of color throughout Los Angeles, and promotes equitable development and cultural preservation in the Little Tokyo neighborhood.

    Summary of Duties:

    The Director of Operations and Human Resources is a pivotal executive role responsible for developing the infrastructure and systems that ensure efficient, safe operations while fostering a positive and inclusive workplace culture. This position leads the planning, resourcing, and management of internal and external operations. The Director will design and implement operational, workplace, and IT systems to support growth and streamline processes. They will also champion a healthy HR culture, overseeing employee engagement, development, and well-being initiatives. Additionally, the Director will lead HR strategies that align with organizational values, promote diversity and inclusion, and ensure compliance with legal requirements. A key focus will be on supporting staff needs and cultivating an environment where employees can thrive, building an inclusive culture that empowers team members to reach their potential.

    Responsibilities Include:

    Operations, Planning, and Administration:

    • Serve as a key member of Executive Management, collaborating with the Executive Director and Board on long-term strategic plans, including cultivating the agency’s senior leadership team.
    • Translate strategy into actionable steps, overseeing organization-wide goal setting, performance management, and annual operations planning.
    • Ensure compliance with local, state, and federal policies and regulations.
    • Negotiate and secure insurance coverage, coordinating with Asset Management and Finance.
    • Manage IT and security policies, develop the Business Continuity Plan, and supervise operational staff (Operations and IT Managers).
    • Align administrative and IT functions with strategic goals.
    • Maintain staff tools and resources, including Operating Handbooks and Advisor Guides.
    • Facilitate cross-departmental planning and recommend policy improvements for better workflows and coordination.
    • Develop and monitor key performance metrics to assess operational efficiency.
    • Lead risk management by identifying, assessing, and mitigating risks to ensure stability and compliance.
    • Oversee the Volunteer Program (in collaboration with the Development team) and manage LTSC’s fiscally-sponsored projects.

    Human Resources and Culture:

    • Oversee HR operations and traditional HR functions, including the supervision of HR staff.
    • Develop, communicate, and enforce HR policies to align with organizational values.
    • Oversee performance management, training, and employee engagement to drive continuous improvement.
    • Provide HR guidance and counsel to management, including leadership and succession planning, supervisor trainings, and peer learning programs.
    • Lead annual reviews of equitable compensation and benefits structures.
    • Champion the organization’s culture, focusing on support, connection, and integration.
    • Manage the employee lifecycle in coordination with department heads to ensure the workforce meets organizational needs.
    • Develop equitable recruitment, interview, and onboarding processes.
    • Lead Diversity, Equity, and Inclusion (DEI) efforts, collaborating with the DEI working group.
    • Implement HR strategies that support business goals and manage change during transitions.
    • Align HR initiatives with broader organizational goals through cross-departmental collaboration.
    • Drive employee engagement and cultural transformation through HR initiatives.
    • Maintain confidentiality and uphold ethical standards in HR matters.
    • Ensure compliance with local, state, and federal labor laws, including EEO, ADA, FMLA, OSHA, and workers' compensation.
    • Minimize legal risks by coordinating with legal counsel on HR matters.

    Contribute to the day-to-day operations of the Operations and HR Department and LTSC as a whole:

    • Take active participation in other duties, as deemed necessary, as an employee of the Operations and HR Department and LTSC
    • Support activities that advance the mission of the organization and creates positive change for people and places
    • Other duties as may be assigned by your supervisor

    Qualifications, Experience, and Skills:

    Required:

    • Minimum of 5 years of experience in Human Resources Management.
    • Experience in a senior leadership role in the nonprofit industry or similar industry
    • Superior knowledge of multiple operational functions and principles, including finance, human resources, service operations, and employee management
    • Proven ability to plan and manage operational processes for maximum efficiency and productivity
    • Ability to streamline or implement structures and roles that boost speed and efficiency while supporting rapidly shifting organizational demands
    • Strong project management skills with the ability to lead and motivate teams.
    • Awareness of systems of oppression and their impact on organizations.
    • Effective communication skills across all organizational levels.
    • Bachelor’s degree in a related field, preferred.

    Preferred:

    • SHRM Certified Professional credential.
    • Proven ability to streamline and implement new structures and roles to meet business demands.
    • Strong data analysis and performance metrics skills using business management software.

    Equivalent education or experience can be substituted for all minimum qualifications, except when legal requirements, such as a license/certification/registration, are required.
