    Description

    Reporting to: Offshore Wind Director

    Supporting: ELM and the ELM Action Fund

    Salary Range: $75,000-$80,000

    The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) are committed to advocating for policy and building political power in Massachusetts to meet the scale and urgency of our environmental challenges. The Coalition Manager will be an integral member of a collegial and effective 18-person advocacy team. Read our purpose, mission, vision, and values for ELM and the ELM Action Fund.

    We seek a passionate, energetic, and effective Coalition Manager to guide the New England for Offshore Wind (NE4OSW) coalition through an exciting new phase of growth. This professional will serve as the relational hub for the regional coalition, work to strategically grow membership, and help members craft and implement effective project-based subgrant strategies in service of the coalition’s multi-year offshore wind workplan.

    Responsibilities:

    Maintain Coalition Operations

    • Ensure efficient and effective collaboration of the 106member coalition
    • Own and maintain calendar of monthly virtual regional coalition meetings and steering committee meetings
    • Facilitate monthly virtual regional coalition meetings, steering committee meetings, and periodic in-person full coalition meetings; support monthly virtual state committee meetings; assist with developing agendas; and take and distribute notes
    • Maintain consistent communication with coalition members to equip them with timely and actionable information
    • Facilitate sharing stories, best practices, and informational resources across the coalition, including supporting the monthly newsletter process
    • Support development and fundraising activities, including funding requests and grant reporting

    Recruit New Members and Build Relationships

    • Identify strategic gaps in membership and drive strategy to recruit new members to build the depth and breadth of support for offshore wind
    • Create and implement a plan for member stewardship and retention that seeks and reflects periodic feedback from coalition members
    • Manage relationships and build trust with coalition partners, ensuring the NE4OSW steering committee and state committees are fully staffed and supported

    Drive Effective Subgrant Program

    • Build strategy for the NE4OSW Subgrant Program, recruit potential subgrantees from the coalition, and partner with them to shape project plans aligned with NE4OSW’s workplan
    • Provide feedback on subgrant applications in partnership with coalition members
    • Coordinate the selection process and present subgrant proposals to the NE4OSW Steering Committee and ELM staff for review
    • Track subgrant project deliverables and report them to funders

    Qualifications:

    Required

    • Infectious enthusiasm for the missions of ELM and NE4OSW
    • Stellar program management skills and passion for people-centered relational work and building effective team culture
    • Strong strategic thinking skills and ability to develop and manage a budget and effectively refine and implement workplans
    • Organized self-starter with an ability to manage multiple tasks, priorities, and deliverables in parallel
    • Exceptional written and verbal communication skills, including ability to develop and deliver presentations to engage key stakeholders and articulate complex ideas clearly, accurately, and concisely
    • Commitment to integrating racial justice and equity into ELM’s and NE4OSW’s work and to ensuring an inclusive organizational culture

    Preferred

    • Understanding of New England states’ legislatures, administrations, and political landscapes
    • Experience crafting or evaluating compelling grant proposals and reports
    • Experience managing coalitions of diverse stakeholder groups
    • Offshore wind policy expertise

    Compensation & Benefits:

    Salary range of $75,000-$80,000, depending on experience. ELM provides generous paid time off, health and dental insurance, Health Savings Account, and a 403(b) retirement plan with organizational match.

    This full-time role requires occasional morning and evening commitments outside of the standard 9-5 office hours. This position is based in Boston, MA and will require occasional travel within New England. ELM supports a hybrid work environment.
