Contract Manager and Corporate Compliance Officer

Classification: Exempt

Salary Range: $70,000 to $75,000

Reports to: Director of Institutional Giving

Location: SCS currently operates on a hybrid model with three days in the office and two days remote. This arrangement is subject to change. Candidates are expected to report five days a week for the few weeks of onboarding.

Sunnyside Community Services (SCS) is a multiservice, community-based organization serving New York City with a focus on western Queens. Established in 1974, SCS began offering licensed home care services in 1979 and introduced youth services in 1983. Today we provide a full range of human services to 16,000 individuals each year including children, youth, adults, and seniors. Our mission is to provide a continuum of vital services and activities that enrich the lives of individuals of all ages.

SCS has undergone significant programmatic growth over the last several years, which has strengthened our ability to provide an integrated continuum of services that meet a broad range of needs. SCS is seeking a candidate for a Contract Manager and Corporate Compliance Officer to support three corporations, including two licensed home care agencies and a community services organization.

The Contract Manager (70%) at Sunnyside Community Services (SCS) plays a pivotal role in overseeing and managing over 50 city, state, and federal government contracts annually for both SCS and Sunnyside Homecare Project. This position ensures that all contractual obligations are met efficiently and in compliance with relevant regulations. The Manager collaborates closely with senior executives, program leaders, development and fiscal teams to monitor program deliverables and maintain adherence to compliance standards.

The Corporate Compliance Officer (30%) implements an effective compliance program to prevent illegal, unethical, or improper conduct. In this role, the compliance officer collaborates with the Associate Executive Director of Home Care, Executive Director and Governing Board by monitoring and reporting results of the compliance and ethics efforts of the organization and provides guidance to the group.

Key Responsibilities:

Contract and Grant Management (70%):

• • Develop and implement policies and procedures for effective contract and grant management.
  • Prepare contract documents and upload necessary supporting materials to various government contracting portals.
  • Monitor vendor performance to ensure adherence to contractual terms and conditions.
  • Manage contract renewals, amendments, and closeouts.
  • Stay updated on government contracting regulations and attend relevant professional development training sessions.
  • Maintain pre-qualified and responsible vendor status across multiple government contracting platforms.
  • Ensure program compliance with regulations pertaining to Child Care and School-Aged Child Care Programs, assisting with license and permit renewals for other programs as needed.
  • Facilitate and ensure timely submission of audit documents for discretionary and federally funded programs.
  • Oversee annual license renewals for food service permits for relevant programs.
  • Collaborate with internal departments such as fiscal, program leadership, human resources, and operations to ensure effective service delivery.
  • Work with external stakeholders to address contracting issues, resolve conflicts, and enhance partnerships.
  • Review terms of new contracts, NDA agreements, and subcontractor agreements elevating issues prior to final approval.

Compliance Oversight (30%):

• • Develop and maintain policies and procedures for the organization's compliance program.
  • Monitor and respond to alleged violations of rules, regulations, and standards of conduct.
  • Provide regular reports to the governing body, executive leadership, and compliance committee on the progress of compliance efforts.
  • Organize and chair quarterly compliance meetings and coordinate staff training sessions.
  • Maintain and revise policies and procedures for the general operation of the compliance program and its related activities to prevent illegal, unethical, or improper conduct, managing day-to-day operation of the Program.
  • Monitor Corporate Compliance/Whistleblower Hotline.
  • Participate in the annual Home Health Provider Verification Organization (VO) audit.
  • Coordinate Corporate Compliance staff trainings annually.

Qualifications:

• • Bachelor's degree required.
  • At least five years of experience in managing government contracts and/or programs in a social service setting or equivalent experience.
  • Demonstrated administrative and project management skills, including experience with large-scale programs that have multiple funding streams and performance outcomes.
  • Ability to work in a team environment, as well as ability to follow through independently as the project manager for contracts and compliance.
  • Excellent computer and communication skills, with strong interpersonal, writing, and oral presentation abilities.
  • Ability to multitask in a fast-paced environment
  • Experience with government contracting portals is required.
