    Cascade Bicycle Club is seeking to hire a Project Finance Coordinator - Statewide Programs (or “Project Coordinator”) to help oversee contracting and payment flows (receivables and payables) in support of Cascade’s Statewide Bicycle Safety Programs (the “statewide program”), a 16-year, $216 million initiative funded as part of Move Ahead Washington legislation and the Climate Commitment Act. The ideal candidate is detail-oriented, data-driven, passionate about youth development and racial equity, and possesses strong communication and organizational skills.

    The Project Finance Coordinator will support Cascade with the reporting required of all partner organizations implementing programming across the state. This includes supporting the Finance Manager in reporting on grantee, subcontractor, and consultant progress (Narrative + Financial Reports), collating data from partner organizations and Cascade’s internal costs, and submitting to Washington state for review and reimbursement. The Project Finance Coordinator will likewise support Cascade’s Statewide Partnership Managers with partner program fidelity reporting. Lastly, the Project Finance Coordinator will provide detailed feedback to the Statewide Programs Team on internal and external financial and narrative reports to inform our status in relation to the five dimensions of Program Fidelity:

    Who We Are

    Cascade Bicycle Club, the nation's largest statewide bicycle nonprofit, is 10,000-members, 54-years old, and 38-staff strong, serving bike riders of all ages and abilities throughout the state of Washington. We teach the joys of bicycling, advocate for safe places to ride, and produce community rides and events. Our signature programs include the Seattle to Portland ride, the Pedaling Relief Project, advocacy for connected trail networks and on-street bike networks in Seattle and across the Puget Sound Region, Your Streets Your Say, Free Group Rides, Adult Classes, Let's Go, and the Major Taylor Project.

    In March 2022, Cascade Bicycle Club was selected by the State of Washington – as part of the Move Ahead Washington (MAW) investment program – to help expand cycling safety education to schools and students across the state. The MAW will have two programs: one targeting grades three through eight with in-school Physical Education programs, and another serving middle and high school students through after school youth development programs. The curriculum for grades three through eight is modeled on the Let’s Go and Let’s Go Further programs in Seattle and Edmonds that teach students biking and walking safety through PE classes. The middle and high school programming (Youth Development Program) is inspired by Cascade’s Major Taylor Project, which empowers youth through after-school bicycling clubs and earn-a-bike programs in South Seattle and Tacoma communities that have been historically underserved. These youth education and enrichment programs are the largest statewide youth bicycling education initiatives of their kind in the nation.

    What You'll Bring

    Duties and Responsibilities

    • Track and coordinate the satisfaction of contractual compliance deadlines, requirements, and regulation implementation
    • Receive monthly contract expenditure reports from partner organizations (and Cascade internally); review for alignment to agreed contracts and submit to WSDOT for reimbursement.
    • Implement tracking system internally to track that all contracted parties are submitting reports as required and that budgeted spending tracks with contract agreement and outcomes (e.g. contract tracking system).
    • Collaborate with Program Officers and the Finance Manager in the preparation of quarterly progress and financial reports for WSDOT and the state Legislature.
    • Advise Programs Team on reporting requirements for WSDOT Contract (over time, this person will be the main resource for aggregation and monitoring contracts with subgrantees)
    • Carry out quality assurance activities
    • Manage programmatic reporting deadlines
    • Support general compliance (expense/receipt diligence)
    • Partner with colleagues to ensure they are well-equipped to provide compliant services to partner organizations
    • Review grant and contract agreements prior to execution to certify programmatic data collection methods, which will in turn ensure compliance with contractual requirements
    • Collaborate with Partnership Managers in the implementation and evaluation of grant programs.
    • Complete special projects and other related duties as assigned.

    Qualifications

    • 2+ years of related experience required, with a demonstrated record of success in supporting program and policy compliance and assisting with audit preparation.
    • Understanding of the General Ledger
    • Proven Experience in Accounts Payable & Accounts Receivable
    • Demonstrated proficiency in Excel
    • Proficiency in Google Workspace and Microsoft 365 apps

    Job Details

    This position is full-time non-exempt and remote-hybrid eligible. Generally, work can be done off-site, provided there is no loss to team collaboration, the needs of the organization, and the essential functions of the position. However, residence in Washington state and the ability to come into the office at least one day a week is required. Some weekend and evening work may be required. Typical weekly hours for this position are 40.
