    Position Title: R&P Affiliate Training Officer

    Department: Refugee Resettlement and Integration

    Division: Monitoring, Evaluation, and Learning (MEL)

    Reports to: Affiliate Network Training Coordinator

    Status: Full-Time/Exempt

    Location: Arlington, Virginia

    Workplace: On-site (Work from home once a week after 90 days on the job.)

    Background: The Ethiopian Community Development Council, Inc. (ECDC), established in 1983, is a non-profit, tax-exempt 501(c)(3) community-based organization with a mission to resettle refugees, promote cultural, educational, and socio-economic development programs in the immigrant and refugee community in the United States, and conduct humanitarian in the Horn of Africa. Since 1991, ECDC has resettled refugees from around the world. ECDC’s resettlement network includes seven branch offices and 18 affiliated community-based non-profit agencies.

    Job Summary: Under the supervision of the Affiliate Network Training Coordinator, the Training Officer coordinates with program teams to ensure ECDC affiliates and branch offices receive ongoing training on resettlement program compliance, creates training curricula, and develops and updates training plans and materials. The officer works closely with program staff and develops a training plan for ECDC’s annual conference, including the network training day for affiliate staff. The officer is also responsible for evaluating training impact, analyzing training-related data to identify knowledge gaps, and assessing training needs. Handles other duties as assigned.

    Key Responsibilities

    • In collaboration with program staff, design and provide ongoing training related to the Reception and Placement (R&P) program and other resettlement programs.
    • In collaboration with the supervisor, set monthly, quarterly, and annual training plans for ECDC’s affiliate network.
    • Gather and evaluate information from program officers, monitoring reports, and affiliate staff to identify training needs and develop training plans and materials.
    • Update all training materials, including developing curricula as needed.
    • Recommend training materials and methods and order and maintain in-house training equipment and computer software, as needed.
    • Ensure that ECDC online training platforms, program guidance, and standard operating procedures are updated regularly, incorporating any changes to the R&P cooperative agreement, program guidelines, and other programmatic policies and procedures.
    • Coordinate and provide training to new affiliate directors and affiliate case management staff.
    • Coordinate and train new and existing resettlement staff at headquarters, ensuring all new staff complete the online training within three months of employment.
    • Manage internal and external procedures and guideline changes and ensure they are appropriately communicated via Teams, emails, or external notifications.
    • Deliver various courses, including topics on communication, team building, and conflict resolution, significantly mitigating issues between case managers and refugee clients.

    Qualifications

    • A bachelor’s degree with 3-5 years of related experience.
    • Experience working with refugee-serving or international organizations, working domestically or internationally, is a plus.
    • Proven experience in teaching curriculum development and educational content design.
    • Experience with educational content design, development, and delivery.
    • Knowledge and understanding of adult learning principles, including facilitation and instructional design.
    • Graphic design experience and familiarity with publishing tools such as Canva.
    • Ability to work effectively, as well as independently, in a team environment.
    • Must be able to design, prepare, and evaluate surveys and reports.
    • The candidate should have knowledge and experience with Microsoft Office, Microsoft Teams, and SharePoint and be able to administer learning management systems.
    • Able to travel to affiliate sites for monitoring and to provide TA/training.
    • Must be legally eligible to work in the U.S
    • Must pass a background check.
