Organization Description: The Rural Community Assistance Partnership Incorporated (RCAP) is a national network of nonprofit partners that works to ensure that rural and Tribal communities across the US have access to safe drinking water, wastewater treatment, solid waste disposal, and economic prosperity through technical assistance, training, and financial assistance in the smallest communities across the country, many of which are low income. RCAP builds capacity at the local level, while raising the voice of rural and Tribal communities through advocacy, storytelling, research, and strategic partnerships. Annually, RCAP serves approximately 2,000 rural and Tribal communities with an average size of less than 1,600.

Position Summary: Under the general supervision of the Finance Manager, this position plays a key role in the administration of all RCAP grants, contracts, and related compliance processes. Key responsibilities include, but are not limited to; regulatory compliance review, project reporting, procurement, subaward and contracts management, and ensuring proper stewardship of restricted grant funds.
Work Location: This is a hybrid position with three (3) days each week onsite at the RCAP National Office in Washington, DC; however, remote employment may be considered for candidates located outside of the DMV area. This position requires occasional travel.
Role Responsibilities:
Pre-Award/Contract Negotiation:
- Participate in grant award and contract negotiations and oversee the agreement execution process.
- Review and negotiate grant and contract terms and conditions to identify inaccuracies, manage risk, ensure clarity, and promote operational efficiency.
- Maintain complete and accurate agreement records for all externally funded RCAP projects.
Compliance:
- Maintain working knowledge of 2 CFR 200 Uniform Guidance, Federal Acquisition Regulations, and relevant organizational policies for major RCAP funders.
- Ensure proper stewardship of restricted grant award funds in accordance with funder guidance and adherence to all relevant regulations and procedures related to grants and contracts.
- Assist Program Managers with interpretation of grant and contract terms and conditions.
- Assist with conducting periodic informal audits of RCAP and subrecipient activities.
- Support annual independent audit by preparing schedules, conducting account analyses, and uploading documents to the audit portal, etc. as needed.
- Submit federal grant reporting on subawards and contracts under SAM.gov (formerly FSRS).
Procurement, Grant, & Contract Administration:
- Draft and maintain RCAP standard procurement contract terms and conditions and scope of work templates.
- Review and process internal purchasing requests from RCAP staff. Ensure procedural compliance with RCAP Procurement Policy and funder procurement requirements.
- Initiate purchasing requisitions and draft individual vendor contracts as part of the overall procurement process.
- Identify and mitigate potential risks associated with contracts including financial, legal, and operational risks.
- Serve as an administrator and point of contact for federal GSA Multiple Award Schedule contracts.
- Oversee the management of subaward agreements, including writing terms & conditions, facilitating the execution process from negotiation to final signature, and processing amendments.
- Collaborate with Program Managers to oversee the federal grant award subrecipient risk monitoring process in compliance with 2 CFR 200 requirements.
- Coordinate with Program Managers to conduct initial risk assessments, document assessment, and ensure conditions are clearly communicated in subaward agreements.
- Conduct regular check-ins with Program Managers to ensure subrecipients meet all specified requirements and carry out corrective actions as required.
Communications & Training:
- Serve as a reliable point of contact for internal staff and external partners on contract & compliance matters.
- Contribute to the development and ongoing maintenance of organizational policies and procedures related to procurement, grant awards, subawards, contract management, and other related topics.
- Participate in meetings/calls with RCAP staff to advise on contract & compliance functions.
- Assist in designing and conducting training for RCAP staff on relevant contract & compliance topics.
- Other related duties as assigned.
Required Qualifications:
- Bachelor’s degree in legal studies, business administration, or related field with significant education or training in grants and contracts management. Other degrees may be considered in conjunction with significant qualifications and experience directly relevant to this role.
- Experience with business procurement processes.
- Foundational knowledge of contract management principles and best practices.
- Ability to effectively manage multiple projects deadlines and competing priorities.
- Ability to conduct collaborative work remotely with team members in various time zones.
- Attention to detail.
- Excellent verbal and written communication, negotiation, and interpersonal skills.
- Ability to liaise effectively with internal stakeholders and external partners.
- Proficiency in Microsoft Office suite.
- Strong analytical skills, with high capacity for problem-solving and independent decision-making.
- Ability to develop and implement processes to promote risk management and operational efficiency.
Preferred Qualifications:
- Paralegal experience.
- Contract Management certification.
- Specialized knowledge of contract law and legal principles.
- Experience with GSA Multiple Award Schedule federal contracting and/or grants management.
- Nonprofit operations experience.
Employment Type: Exempt, Full-Time
Annual Starting Salary Range:
- Hybrid DC Based: $84,875 - $94,686
- Remote Based: $73,365 - $85,744
