Position Summary:

We are seeking a Senior Director of Housing Programs (SDHP) to oversees the agency's permanent supportive housing (PSH) programs, that including our site-based and scattered-site programs, which currently serving close to 400 families and individuals. The SDHP will manage all oversight functions of the program, including administrative, reporting, and clinical functions. The SDHP will ensures that the program achieve fundamental housing goals, as specifically determined in the annual agency strategic plan, including helping families and individuals quickly and effectively secure and maintain stable permanent housing, increase self-sufficiency (income, benefits, and education), and increase family stability/strength. This position supervises three Program Directors and is accountable directly to the Vice President, Housing Programs and Policy.

The salary for this position ranges between $110,000 - $120,000 annually and the offer amount is determined by education, qualifications, and experience. Indeed provides their own estimated salary calculator and is not affiliated with Community of Hope's offer range.

Highlighted Duties and Responsibilities:

Program Responsibilities:

• Provides program oversight and ensures clinical oversight is provided in the assigned housing programs.
• Implements new programs and protocols as required by new and updated contracts.
• Ensures data collection and quality, in collaboration with Program Directors, Housing Operations Coordinator, and program teams in order to meet all reporting requirements, including internal agency strategic plan.
• Provides quality assurance for housing programs, including reviewing all terminations, Child Protective Services calls, subpoenas, UIRs, and Critical Incident Reports, completing regular program chart reviews, and providing internal case reviews, updating corporate compliance and risk-management documents on a quarterly basis.
• Provides regular, group or individual clinical support to Program Directors, Associate Program Directors, Team Coordinators, and staff on client needs at weekly supervision meetings, monthly program meetings, All Housing Staff meetings, and as requested; or ensures such clinical support is provided through another means.
• Provides clinical supervision to staff for licensure requirements weekly or as needed, or ensures that staff receive such supervision.
• Assists with integration of agency and community resources in order to develop and implement a collaborative model of service provision to clients.
• Provides technical support and training for housing programs, either through directly training staff or finding outside trainers, in coordination with the other Senior Directors of Housing Programs; the Vice President of Housing Programs and Policy; and the Housing Operations Coordinator.
• Attends relevant housing and policy meetings, and participates in agency presentations, as needed.
• Develops and maintains partnerships and MOUs with community resource providers, including nonprofit agencies, Behavioral Health providers, and government agencies. Also assists with coordination and referrals to these services as needed.
• Provides on-call telephone support to 24-hour site-based programs on a rotating basis.
• Attends management staff meetings and meets regularly with Vice President of Housing Programs and Policy to ensure that services are integrated, budgets are monitored, and program information is shared.
• Works with Finance Director, Administrative Team, and Vice President of Housing Programs and Policy on managing budgets, minimizing risk, and ensuring corporate compliance.
• Attends required meetings with the DC Department of Human Services, the Community Partnership for the Prevention of Homelessness, and other funders, and works with their staff on contract compliance issues, in collaboration with the Vice President of Housing Programs and Policy.
• Provides support and input into development of new programs in Housing, as well as behavioral health component at Health Clinic.
• Completes documentation of client interactions, as needed.
• Other duties as requested by supervisor.*

Interdepartmental Responsibilities:

• Works with the Employment and Adult Education Team Coordinator, Volunteer and Mentor Specialist, Housing Program Directors, and other COH staff to ensure continuity and client services across programs.
• Provides updates on client successes or program outcomes for fundraising and communications purposes as needed.
• Meets regularly with the other Senior Directors of Housing Programs and the Vice President of Housing Programs and Policy to ensure communication and collaboration across all housing programs.
• Assists with preparation of fundraising proposals or presentations as needed.

Clinical Services Responsibilities:

• Provides crisis intervention consultation to staff for adults and families, as appropriate, or ensures that this consultation takes place through another means.
• Supports staff in working directly with clients, including providing programmatic supervision, mediating at meetings with clients, assisting with referral of clients to mental health and other services, and making home visits as needed.
• Designs and implements a regular client case conference procedure for clients at risk of program termination for non-participation, to ensure clear communication of expectations and opportunities to address concerns.
• Ensures appropriate clinical licenses are obtained and maintained by all applicable staff per company policy.
• Maintains credentialing, as appropriate, through Talent Management department, as a licensed professional who offers oversight and supervision of programs.
• Secures client information and maintains client confidence by completing and safeguarding client files and keeping client information confidential.

Supervisory and Leadership Responsibilities:

• Meets with supervisees regularly and provides real-time feedback, training, support, and coaching as needed. Creates meeting agendas, sends meeting agendas in advance when possible, and documents concerns promptly as needed.
• Applies principles learned through diversity, equity, and inclusion (DEI) trainings and/or trauma informed care trainings (TIC) and leads with a DEI and TIC lens.
• Reviews the performance of team members in a timely manner, including completing 90 day and annual performance evaluations per their due dates, documenting any issues or changes, providing recommendations for professional development and/or training opportunities, and recognizing staff when appropriate.
• Partners with the Talent Management team regarding personnel matters including but not limited to, terminations, leaves of absence, training, onboarding, and other COH handbook policies.
• If applicable, actively recruits for vacancies with a sense of urgency. This includes reviewing resumes, phone screening, interviewing, and completing references. This also includes partnering with Talent Management for assistance in an effort to fill vacancies promptly.
• Takes initiative and makes decisions within the scope of work. Assesses situations independently, thinks critically, and takes action to address issues or make useful recommendations while maintaining a solution-oriented lens.
• Delegates tasks appropriately to team members to ensure that team goals and responsibilities are achieved. Prioritizes tasks and directs work to ensure deadlines are met.
• Establishes common goals with their team through communication, inspiring and leading team members, and holding team members accountable. Links team goals and metrics to the overall strategic plan.
• When appropriate, creates opportunities for teambuilding that connects staff to one another and COH’s mission to encourage connection between staff who are virtual, hybrid, and/or on-site.
• Handles sensitive information with care and discretion to ensure confidentiality.

Minimum Qualifications:

• Masters Degree in human services required; DC LICSW or LPC preferred.
• Minimum five years’ work experience in mental health services, housing case management, or other social work settings required.
• Strong interpersonal and organizational skills.
• Strong verbal and written skills.
• Minimum four years’ experience supervising staff required.
• Ability to work a flexible schedule, including evenings, weekends, and on an on-call basis, required.
• Valid driver’s license and proof of insurance required.
• Experience working with families who are experiencing homelessness preferred.
