    JOB TITLE: Associate Director of Special Populations

    REPORTS TO: Vice President of Programs and Implementation

    JOB SUMMARY: Partners for HOME seeks qualified applicants to help oversee the work of ending veteran, youth, chronic and family homelessness. In this role, the Associate Director of Special Populations will lead the overall execution, administration, and expansion of veteran, chronic, youth and families projects in the City of Atlanta. They will also be responsible for overseeing the coordination of the shelter system in the Atlanta CoC. Partners for HOME mission is to lead a coordinated community effort and to layer and leverage the resources and relationships to make homelessness rare, brief and nonrecurring.

    ROLE AND RESPONSIBILITIES:

    Strategy and implementation Oversight

    Oversee the work of ending veteran, youth, chronic and family homelessness

    • Implement the strategic vision to end veteran, youth, Chronic and family homelessness in the City of Atlanta
    • Continue to collaboratively define and refine the strategic vision based on real-time data, with thorough knowledge of veteran, youth, and family resources available and specific need in Atlanta CoC population
    • Serve as expert in the latest best practices for engaging veterans, youth, chronics and families experiencing homelessness.
    • Maintain up-to-date knowledge of rapidly changing techniques and innovations in the field.

    Lead the overall execution, administration, and expansion of Veteran, Chronic, Youth and Families Projects including, but not limited to:

    • Design, develop and launch Youth and Families housing programs serving individuals and families experiencing homelessness
    • Lead strategic workgroups for program design and implementation
    • Set and meet strategic operational goals for project performance outcomes
    • Create and implement training for service providers on program models and workflows
    • Increase knowledge of strategy in the broader community by training, marketing, and networking to improve access to programs and quality of referrals
    • Collaborative leadership with critical stakeholders to further the work of Veterans, Chronics, Youth and Families initiatives including:
    • Work in close partnership with the Atlanta Continuum of Care partners, City of Atlanta Staff/Departments, and other key stakeholders to develop and initiate strategic planning activities as they relate to lines of work for veterans and youth and families.
    • Lead the strategic project management of the YHDP Committee, YHSI Committee and the Atlanta CoC Youth and Family Committee to ensure goals are defined and met on deadline.
    • Participate in efforts to streamline processes to end homelessness with community partners such as the VA, DJJ, DFCS, Atlanta Public Schools, and others
    • Develop broad-ranging relationships and provide exceptional customer service to our Continuum Partners, ensuring a transparent system is in place to measure outcomes and deliver results.
    • Supervise special populations team members as assigned

    Meet project deliverables following a data-driven approach by:

    • Keeping updated records, reviewing data and data quality, and generating reports from HMIS utilizing proactive real-time monitoring of project outcomes goals.
    • Maintain communication with the Department of Veterans Affairs (VA) and the Atlanta Community Resource and Referral Center (CRRC) for veteran homeless data
    • Working with the CQI Team to develop and monitor performance measures and benchmarks for all programs and initiatives associated with veterans and youth and families,
    • Supervise staff including the onboarding, off boarding, conducting performance reviews and ongoing coaching
    • Providing support to direct reports to meet the goals and targets of individual work plans
    • Provide guidance and interpretation to the CoC of HUD regulations/guidelines, contract language, procurement policies, and procedures.
    • Other duties and special projects as assigned.

    Lead the overall shelter system oversight by:

    • Acting as a “culture ambassador” working through PfH directives on universally improving the “front door entry” experience at participating shelters and nonprofits
    • Providing resources and training to Providers on the process to Shelter, bed availability, and support resources for individuals experiencing homeless
    • Building and maintaining relationships with homeless service partners to ensure support services, emergency shelter bed criteria, and availability are identified and communicated and accessed through HMIS
    • Ensuring throughput of households in shelter, rehousing each household within 90 days of shelter entry in a permanent destination

    QUALIFICATIONS AND EDUCATION:

    • Comfortable working on-site with homeless and low-income populations
    • Experience with community-building and developing, implementing and evaluating systems
    • Experience building relationships with a broad range of stakeholders
    • Strong organization and project management skills with ability to lead projects to completion
    • Ability to excel in an entrepreneurial, fast-paced, diverse, results-oriented environment, and to handle multiple projects simultaneously under tight deadlines
    • High level of autonomy with work and ability to meet deadlines with minimal supervision
    • Strong communications (verbal/written) and presentation skills to disseminate information to staff; media; and leaders in government, nonprofit, business and community sectors
    • Excellent interpersonal skills and ability to serve as representative of PfH within public forums
    • Ability to thrive under pressure and consistently meet expectations on tight deadlines, while managing a variety of tasks and relationships
    • High energy and a passion for ending homelessness
    • High emotional intelligence with the ability to perceive and understand people’s motivations
    • Preferred managerial experience in supervising 2 or more direct reports

    Compensation

    Partners for HOME offers a competitive compensation package including generous health benefits, retirement match, and up to 4 weeks’ vacation. Salary range is $78,000 - $85,000 annually.
