ORGANIZATION: Planned Parenthood Texas Votes (PPTV) is the statewide advocacy and political arm of the Planned Parenthood affiliates in Texas. Planned Parenthood Texas Votes works to foster and preserve a social and political climate in Texas favorable to full reproductive health care access, through legislative advocacy, grassroots organizing, and electoral activity, to promote and protect the mission of local Planned Parenthood organizations in Texas.
The work at PPTV is fast-paced and deals with complex and high-priority matters related to the public policies and politics of reproductive health in Texas. Our programs range from talking to voters about abortion access to advocating at the state legislature, organizing advocates to rally in support of reproductive rights, and training the next generation of movement leaders. We imagine a world where having a uterus is not a pre-existing condition; where people can love who they love, be who they are, and find the care they need when they need it.
PPTV’s theory of change focuses on engaging and empowering young people, women, people of color, and LGBTQ folks. These demographics represent the majority of Planned Parenthood patients, a significant proportion of Texas’ changing population, those particularly impacted by attacks on reproductive health and rights, and who are also the least engaged and represented in elections, government and politics.
POSITION
The Deputy Executive Director, Political & Programs is a key member of the Planned Parenthood Texas Votes (PPTV) team. This position reports to the Executive Director and is responsible for developing and leading the strategic programs of the organization in the areas of Government Relations & Political, Communications, and Organizing & Training.
The position helps to conceptualize, launch, implement and inform program activities. Responsibilities include but are not limited to participating in strategic planning and program design; managing data and information; overseeing management of the program activities, conceptualizing and tracking performance measures and reporting requirements; and supporting the program's field, communications, legislative and development activities. In addition, the position is responsible for managing all necessary administrative duties.
Reporting to and working closely with the Executive Director, this person will oversee planning and programs, helping to integrate all of the work of the organization into a cohesive, organized strategy. The Deputy Executive Director will support the professional development of each team member and overall team growth. This person will be a close and trusted advisor to the Executive Director, strengthening the internal foundation that supports the Executive Director's significant external responsibilities.
The position will require some travel within and out of the state. The position requires adherence to strict confidentiality guidelines regarding information gained in the course of employment that concerns political races, financial matters and operations of the organization. This is an exempt position.
Duties & Responsibilities
Serve as a key advisor to the Executive Director, contributing to organizational strategy and decision-making.
Lead and manage three department directors (Communications, Government Relations & Political, and Organizing) and oversee a team of 10+ staff.
Ensure cross-departmental coordination to advance PPTV’s mission and strategic priorities.
Support organizational planning, goal-setting, and evaluation to measure impact and effectiveness.
Develop strategic vision and lead organizational planning for legislative, political and electoral strategies, including policy development, candidate endorsements, campaign engagement, narrative building and grassroots organizing.
Work closely with Planned Parenthood affiliates in Texas to align advocacy and public affairs efforts.
Collaborate with Planned Parenthood Federation of America (PPFA) and other national and state partners to advance the mission of PPTV in Texas.
Monitor Texas’s political landscape and develop responsive strategies to fight back against harmful policies and advance reproductive rights in Texas.
Represent PPTV in high-level political and advocacy spaces, including coalition meetings, legislative sessions, and media engagements.
Build and maintain strong relationships with elected officials, candidates, partner organizations, donors, and community leaders.
Serve as a key spokesperson for PPTV, effectively communicating our mission, values, and political strategy.
Monitor and track progress of program and project goals, including updating workplans, noting achievements and challenges, and providing timely updates on the status of work to the Executive Director.
Work with staff to create regular reports on their areas, and integrate assessment and evaluation into all organizational programs and initiatives
Oversee budget management, expenditure tracking, and payroll oversight for the Political and Programs departments, ensuring fiscal responsibility and alignment with organizational priorities.
Develop and implement internal systems and processes to improve workflow, accountability, and team coordination while supporting staff hiring, onboarding, and professional development.
Qualifications
At least 6 years of work experience, with a focus on non-profit project management and program development, government relations, and/ or electoral politics.
Proven leadership experience, including managing teams, developing strategies, and overseeing multiple programs or departments.
Extensive experience in Texas politics, including electoral campaigns, legislative advocacy, or movement-building.
Political campaign experience is strongly preferred, particularly experience running candidate campaigns, issue campaigns, or independent expenditure programs.
Strong management and organizational development skills, with a demonstrated ability to lead high-performing teams.
Experience working in coalitions and partnerships, particularly in progressive or reproductive rights spaces.
Excellent communication skills, including public speaking, media engagement, and internal team coordination.
Ability to work in fast-paced, high-stakes political environments with strategic thinking and problem-solving skills.

SALARY + BENEFITS
This position is full-time with a salary range of $110,000 - 120,000 annually. PPTV is proud to offer a competitive benefits package for full-time employees that includes 100% employer-paid medical, dental, and vision coverage effective the first day of employment, life, AD&D, short-term disability, and long-term disability for the employee. We also offer optional flexible spending accounts and additional life coverage.
Full-time employees receive 18 paid holidays, inclusive of a winter break, accrue 17 days of paid time off and 56 hours of sick time (not accrued) in their first year of employment, bereavement leave, jury duty pay, professional development opportunities, and the option to participate in a 401(k) retirement plan.
