Participatory Approaches Research Consultant

PURPOSE

We are looking for a Participatory Approaches Consultant, an expert on community participation and organizational partnerships, to review the current work of Amnesty Tech and the Big Tech Accountability (BTA) team.

The aims are to assess and understand Amnesty Tech's current ways of working with affected communities, to identify what best practice looks like over the next several years, and to make recommendations for a collective, sustainable plan that current team members are invested in and our partners and affected communities from diverse ethno-religious backgrounds and geographic locations are meaningfully part of.

Consultancy start and end date: This is a 25-day assignment, with an expected start of 10 January 2025.

Location: Global dependent upon the suitable consultant's location.

Deadline for all applications: 4th December 2024

Rate: £300 per day

OBJECTIVES AND DELIVERABLES:

Develop an Assessment Plan (approx. 5 days)

A. Before undertaking the assessment itself, the consultant should ensure that:

• BTA team members and others from the Amnesty Tech programme, also representatives of the partner communities including the Rohingya, Tigrayan communities, and LGBTI groups in Eastern Europe have the opportunity to engage and contribute to the assessment.
• The plan outlines the agreed objectives and key assessment areas for 2024.
• The plan includes a full timeline, highlighting key moments and opportunities for team member and communities'

B. Conduct an assessment and produce an outcome report (approx 10 days):

To include an assessment of our current practices in relation to working in partnership with affected communities based on:

• Interviews with Amnesty Tech staff aimed at gathering information on current practices and recent collaborations across Amnesty Tech teams.
• Interviews with community representatives Amnesty Tech has worked with in recent years.
• A review of relevant organizational policy, strategy documents, and project plans.
• A review of organizational and other constraints and opportunities, and sectoral best practices.

C. Review and make recommendations on at least three areas of work with specific outputs from the list below, subject to prioritisation and reassessment during the consultation period (approx 5 days):

Practical recommendations for short/mid-term implementation which can meaningfully advance our utilization of participatory approaches from among these areas:

• Ensuring a participatory process for the development of the Big Tech Accountability Team's long-term strategy on big tech accountability (priority).
• Project management, leadership, and planning.
• Policy engagement and advocacy, including advocacy submission papers, meetings with decision makers, awareness raising events, etc.
• All aspects of the research process including design, strategy, implementation, framing and reporting.
• Campaign design and implementation.
• Strategic litigation.
