    Description

    The International Center for Not-for-Profit Law (ICNL) Alliance, including ICNL, LLC (www.icnl.org), works worldwide to strengthen the legal framework for civil society, civic participation, and philanthropy. Our partners include civil society organizations, governments, and international bodies. ICNL, LLC is seeking a full-time Chief of Party to lead a USAID-funded civil society legal support program in Tajikistan. The position is based in Dushanbe, Tajikistan.

    Illustrative responsibilities include, but are not limited, to by:

    • Providing day-to-day management of ICNL, LLC’s program and relationships with the funder, partners from the government, and local and international organizations.
    • Leading technical assistance on civil society law-related issues to government officials, Members of Parliament, lawyers, representatives of civil society organizations (CSOs), and other interested parties in Tajikistan.
    • Managing ICNL, LLC’s affiliate office in the Republic of Tajikistan, including its staff and consultants.
    • Managing implementation of sub-grants and contracts.
    • Ensuring fulfillment of program objectives and compliance with organizational policies and donor requirements, including workplan development, annual and quarterly reporting, and monitoring and evaluation of program activities, among others.
    • Organizing and overseeing conferences, trainings, and other events conducted by ICNL, LLC staff.
    • Representing ICNL, LLC in country and regional meetings, workshops, seminars, and conferences.
    • Providing periodic reports on program activities to ICNL management.
    • Producing and overseeing production of research papers, analyses, recommendations, and other publications.
    • Assisting with program development, including interfacing with potential donors and negotiating agreement terms.
    • Traveling within the country and internationally to meet with ICNL, LLC staff, donors, and partners.

    Qualifications and requirements:

    • At least eight years of senior-level program management experience, focused on civil society strengthening, legal environment, rule of law, access to justice, mediation, or human rights, in Tajikistan or the broader Central Asia region;
    • Demonstrated ability to work effectively with CSOs, government representatives, donors, UN agencies, academic and research institutes, and bar and other legal associations;
    • Proven success and exceptional leadership in the design, management, implementation, monitoring, and evaluation of USAID and other international donor-supported programs, with skills in strategic planning, management, supervision, and budgeting, and preferably experience in managing complex activities involving coordination with multiple program partner institutions;
    • Excellent analytical, writing, and presentation skills;
    • Fluency in English; knowledge of Russian and/or Tajik is an asset;
    • Advanced degree in law, political science, international studies, or related fields; and
    • Ability to travel extensively and to work independently.

    The projected salary range for this position is $113,000 to $134,000. It is not typical for offers to be made at or near the top of the range. Salary offers are based on a wide range of factors including relevant skills, training, experience, and education. ICNL provides health insurance benefits.
