    Description

    The Consortium for Energy Efficiency (CEE) is seeking a highly motivated individual to lead its Evaluation and Research team. The evolving landscape of Demand Side Management (DSM) programs poses exciting challenges for reaching new customers and transforming new markets and presents real challenges to quantifying program impacts using existing measurement tools. This person will lead CEE’s Evaluation Committee, which requires engagement with CEE members, who are primarily administrators of ratepayer-funded energy efficiency programs, and other stakeholder organizations to identify evaluation areas of common interest and ways that members can collaborate to make progress towards addressing these issues.

    A Senior Program Manager has responsibility for identifying, developing, managing and reporting on a major work area, in support of the organization’s mission and the needs of its membership. The position supervises two direct reports, including one Program Associate and one Data Management and Analysis Associate.

    Responsibilities

    Job responsibilities may include:

    • Oversee and manage the CEE Evaluation Committee, which is made up of staff of energy efficiency program administrators across the United States and Canada. Convene members to develop consensus positions and inform the future market transformation work of the Consortium and direction of CEE’s binational program evaluation work. Develop materials and resources in support of these objectives for a variety of relevant audiences.
    • Explore opportunities for CEE members to leverage resources by collaborating on research or evaluation efforts with other expert organizations and lead such collaborations.
    • Provide leadership in expanding and centralizing CEE collection of data on energy efficiency program industry and efficiency programs, particularly with regard to our Annual Industry Reports and Program Summaries. Keep abreast of industry program evaluation issues and developments and inform members of these developments.
    • Provide evaluation guidance to other CEE committees and staff as need arises. Interface with other senior staff informally as well as during weekly Sector Leads meetings.
    • Make presentations and represent CEE in public settings, including conferences and meetings. Lead plenary-style general sessions and discussion-based breakout sessions at CEE Program Meetings.
    • Periodically update the CEE Board of Directors on Evaluation and Research Team’s progress, including through written memos and presentations.
    • Perform other duties as assigned.

    Requirements

    • A graduate degree in a related field that provides strong preparation for program evaluation and for collection, management, analysis and reporting of quantitative data. This could include economics, business, the social sciences, public health, public policy, environmental sciences, engineering, etc., or equivalent experience in a relevant field. Studies in environmental or energy policy are helpful but not required. Equivalent professional work experience will be considered.
    • A minimum of three to five years of related experience in a professional work environment. (Years of experience will be taken into consideration in determining the level of the position and job responsibilities; the selected candidate may be hired as a Program Manager if their level of experience is less than that of a Senior Program Manager.)
    • Demonstrated knowledge of and experience with energy efficiency program evaluation. Familiarity with current issues in the field. Demonstrated ability to speak and write cogently on the subject.
    • Demonstrated knowledge of research design, data collection, data quality assurance, quantitative data analysis, survey research design and data management principles and practices.
    • Proficiency with statistical concepts and statistical analysis. Demonstrated experience with quantitative data analysis using statistical software packages.
    • Excellent written and oral communication skills
    • Demonstrated skills facilitating group work. Outgoing and personable
    • Supervisory experience
    • Excellent time management skills
    • Willingness to travel (requires approximately one domestic trip per quarter)

    Compensation

    Salary commensurate with skills and experience. CEE offers a competitive benefits package including four weeks PTO, 12 paid holidays, health care, life-insurance, and retirement savings.

    Environment

    Work is done primarily on computers, looking at screens for 6+ hours of the workday. Work is performed in a hybrid model with most employees working primarily remotely with in-office work occurring regularly. Employees are expected to commute to in-person events at the office or in the region as needed, including meetings, events, and in-person training. In-person meetings involve domestic travel and multiple days of moving between meetings at hotels and conference centers.
