    About the New Jersey Family Planning League:

    The New Jersey Family Planning League (NJFPL) is committed to providing access to quality family planning (FP) and related reproductive and preventative health services for all New Jerseyans who need them. NJFPL is a direct grantee for the federal Title X and New Jersey Department of Health (NJDOH) family planning and STD services grants. As a funding intermediary and network leader, we use this funding to support 19 agencies that operate 65 health centers across all 21 counties in New Jersey. The agencies in NJFPL’s network include Federally Qualified Health Centers (FQHC’s), Planned Parenthood affiliates, hospital-based ambulatory health centers, and other non-profit family planning and abortion care service providers and a university-based academic health center that collectively serve over 155,000 people in NJ. In addition to funding and grants management support, NJFPL provides funded agencies with training, technical assistance, policy and regulatory analysis, and strategic planning guidance.

    Position Summary:

    The Quality Assurance and Improvement (QA/QI) Nurse Manager monitors and supports the provision of high quality, equitable, comprehensive sexual and reproductive healthcare by the New Jersey Family Planning League’s (NJFPL) grant funded network of providers across the State of NJ. Reporting to the Clinical Services Director, this position is primarily responsible for ensuring compliance with current clinical guidelines, Federal Title X (10) and NJ State Department of Health requirements, monitoring services and outcomes using data and observation and identifying areas for improvement, and collaborating with healthcare providers to improve and enhance the quality of care. This position will work with the Clinical Services Director to manage the clinical aspects of a provider network of 20 family planning and abortion services healthcare agencies. The ideal candidate will have experience implementing quality assurance and improvement initiatives, be committed to reproductive healthcare access for all, be a passionate advocate of health equity and quality with a strong understanding of the root causes of inequities and the social determinates of health.

    Responsibilities and Duties:

    Developing and Implementing Tools and Initiatives:

    • Assist in the creation of program monitoring tools, performance and outcome measures, and audit schedules.
    • Review and analyze data to identify trends in sexual and reproductive health.
    • Develop and implement quality improvement (QI) initiatives based on data analysis to enhance sexual and reproductive health outcomes.

    Monitoring Progress and Ensuring Compliance:

    • Monitor the progress and outcomes of QI projects, making necessary adjustments to achieve desired results.

    Providing Technical Assistance and Supervision:

    • Provide technical assistance to agencies under the guidance of the Clinical Services Director to ensure high-quality sexual and reproductive health services.

    Conducting Program Reviews and Reporting:

    • Conduct health center site visits for quality assurance and improvement, supporting the clinical needs of agencies.
    • Perform comprehensive program reviews to monitor compliance with federal Title X, state, and organizational regulations.
    • Prepare detailed reports on program compliance, sexual and reproductive health trends, and QI initiatives for internal and external stakeholders.

    Collaboration and Strategy Development:

    • Analyze data with the Clinical Director and sub-recipient agency staff to develop strategies for improving identified areas.
    • Develop mitigation plans and ensure appropriate actions are taken to address potential issues.
    • Participate in regular meetings and contribute to discussions on quality improvement strategies and initiatives.

    Ensuring Equity and Compliance:

    • Support the Clinical Director as needed to ensure compliance with state, federal, and local laws, regulations, and NJFPL Grantee Standards.
    • Incorporate a health equity lens into all QA/QI activities to ensure equitable treatment and care outcomes.
    • Identify and address disparities in sexual and reproductive health treatment and prevention efforts among different patient populations.

    Work Schedule and Time Commitment

    • Flexible Schedule – The League maintains a flexible schedule. Employees must work a minimum of seven (7) hours per day with a thirty (30) minute lunch period. Employees must begin the workday between 8:00 a.m. and 9:30 a.m. All employees are expected to be available between 9:30 a.m. and 3:30 p.m.
    • Hybrid Schedule - The League maintains a hybrid work environment. Employees must work in the League office a minimum of 3 days a week and may work in a remote capacity the remaining 2 days per week. Employees may elect to work in the office up to 5 days a week.
    • Flexible hours and schedule must be coordinated with your supervisor and are subject to change based on business needs.
    • Occasional travel required.

    Required Education and Experience

    • Bachelor’s degree in Nursing (BSN) from an accredited university required.
    • Active RN license in New Jersey.
    • Minimum of 3 years of clinical experience, with at least 2 years in quality assurance/quality improvement role.
    • Ability to develop plans and execute a project from inception through goal by creating and communicating clear steps and timeline.
    • Ability to meet deadlines.
    • Effective at collaborating with others to reach common goals and objectives.
    • Excellent oral and written communication skills needed; strong organizational ability required.
    • Proficiency in data analysis software and electronic health records (EHR) systems.
    • Full Microsoft Office Suite, including Excel.

    Special Note: Consideration will be given to candidates who have experience in family planning or Title X service delivery development and monitoring and who have knowledge and familiarity with NJFPL approach and populations served.
