    The Montgomery County Collaboration Council for Children, Youth and Families is a nonprofit serving Montgomery County, Maryland. Our mission is to improve the well-being of children, youth and families in Montgomery County, Maryland, through collaborative partnerships. Designated as a Local Management Board (LMB) by the State of Maryland, the Collaboration Council’s purpose is to be a catalyst for agencies and other groups to collaborate to achieve positive results in the community.

    About the job:

    On behalf of the Collaboration Council, the person in this role will oversee all aspects of the specially appropriated State grants including ENOUGH LMB Capacity Building Grant. The ENOUGH Act focuses on communities that have been disproportionately impacted by decades of disinvestment and harmful public policies that often systematized and reinforced race-based discrimination, limited wealth creation, and blocked pathways to economic mobility. The Local Management Board in each jurisdiction (in Montgomery County, the Collaboration Council serves as the local management board, also known as the “LMB”), will leverage its local infrastructure, partnerships, and expertise to build the capacity of high-poverty communities within their jurisdictions to design and implement strategies that increase economic mobility and reduce child poverty.

    Responsibilities:

    The Project Director will administer a multi-partner project with a budget of just under half a million dollars. The Director will manage the budget, and ensure compliance with all aspects of the grant, both locally and at the State level. In addition, this role will work closely with local ENOUGH grantee partners and manage and monitor subcontractors and consultants to ensure that the community builds its capacity to plan and implement community-driven, collaboration action strategies that advance place-based strategies designed to tackle concentrated poverty.

    Other duties as assigned by the supervisor of this position; the position may be reassigned, and responsibilities may be modified or changed at any time to fulfill organizational requirements. In particular, at the conclusion of the ENOUGH Project, this role may be reassigned to other similar multipartner grants and contracting requiring the same skillset.

    Working Conditions:

    • Hybrid: remote and in an office in Rockville, MD
    • Travel within the county is likely, as well as occasional travel within the state; a valid driver’s license and access to reliable personal vehicle required
    • Some late afternoon and occasional evening and weekend hours will be required to accommodate program schedules and to participate in special community events

    Experience required in the following areas:

    • Project management and multi-partner coordination
    • Administering multi-partner State and/or Federal grants
    • Creating and tracking multi-year budgets
    • Convening and supporting public and private sector partners
    • Monitoring subcontractors
    • Tracking data and reporting on outcomes using State-provided data dashboard
    • Understanding best practices related to community engagement and power sharing
    • Working with direct service partners who serve culturally and linguistically diverse communities

    Characteristics of an ideal candidate:

    • Deep familiarity with Montgomery County’s diverse neighborhoods and geography
    • Familiarity with Montgomery County’s social and human services systems
    • Excellent written and oral communication, and organizational skills
    • Ability to handle multiple assignments simultaneously
    • Ability to work independently, exercising sound judgment and self-direction
    • Ability to pass a background screening
    • Ability to start within two weeks of an offer of employment
    • At least five years of experience in the areas outlined in previous section

    Other:
