    Are you passionate about supporting individuals experiencing homelessness and making a direct impact on their journey to stability?

    Bethesda Cares is looking for a dedicated and results-oriented Street Outreach Program Manager to oversee the daily operations of homeless street outreach activities and program goals. In this role, you will have the opportunity to collaborate with a skilled team, manage essential services, and guide case management staff in applying best practices to support vulnerable populations in navigating the system toward achieving permanent housing destination and outcomes. You will be responsible for driving positive outcomes for individuals experiencing homelessness, centered in permanent housing solutions, while fostering a skilled and cohesive team. This will involve performing various duties either personally or through subordinate supervisors.

    Essential Duties and Responsibilities

    • Provides day-to-day management of the Street Outreach Program and team members, implementing all applicable program guidance and human resource functions.
    • Guides street outreach team in providing housing-focused activities and utilizing housing first principles, trauma-informed care, harm reduction techniques, and a strengths-based approach that empowers persons sleeping on the streets and in places not meant for human habitation. Particular attention to be paid to those who may not independently seek services.
    • Ensures maintaining HMIS – Homeless Management Information records are completed in a timely manner. Including demographics, summary notes, transactions, and assessments in a timely manner.
    • Assists with training staff in the Bethesda Cares case management approach, trauma informed care principles, harm reduction practices, motivational interviewing and program-specific procedures.
    • Supports staff in handling difficult or complex cases.
    • Works with the Bethesda Cares leadership and community partners to implement a coordinated street outreach count and conduct census activities, including the annual Point-in-Time count of street homeless populations.
    • Promotes professional development of staff. Including activities to maintain and interact in a culturally sensitive, respectful, and professional demeanor in keeping with Social Work ethics and standards.
    • Oversees the coordination of services with the Bethesda Cares Programs Director.
    • Assists the Programs Director with reporting and administrative tasks related to program management.
    • Attends internal and external meetings on behalf of Bethesda Cares and Programs Director as needed.
    • Other duties as required.

    Required Qualifications:

    • Preference for Master’s degree in Social Work (MSW), Counseling, or a related field.
    • A minimum of 5 years of experience in providing counseling or case management services, specifically to individuals or families experiencing homelessness.
    • Demonstrated experience in a supervisory or leadership role, with the ability to guide, mentor, and develop staff.
    • Proficiency in managing data systems such as HMIS and other relevant databases.
    • Strong knowledge of Housing First and other client-centered approaches.
    • Knowledge of community resources available to individuals experiencing homelessness.
    • Valid driver’s license and access to a vehicle, as travel is required.

    Preferred Qualifications:

    • Familiarity with housing-focused street outreach, trauma-informed care, harm reduction, motivational interviewing, and other best practices in social services.
    • Previous experience in program management and reporting.
    • Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Word).

    Skills & Competencies:

    • Logistics and coordinating vulnerable populations from street locations to permanent housing destinations.
    • Problem-solving and conflict-resolution skills.
    • Excellent interpersonal and communication skills, both verbal and written.
    • Strong teamwork and leadership abilities, with a focus on fostering collaboration and team success.
    • Proven ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
    • Adaptability and resilience in the face of challenges.

    Work Environment:

    This hybrid role offers a mix of remote and field-based work. You will be required to travel to Bethesda Cares sites, shelters, and outreach locations across Montgomery County, MD, and Washington, DC. Some evening and weekend availability may be needed.
