MOVEON REQUEST FOR PROPOSALS (Independent contractors and firms)

Project title: Project Manager, Direct Mail

Project begins: 5/1/2025

Project length: Between 15 to 25 hours a week through 12/31/25. Any hours given in a scope of work are an estimate and MoveOn does not guarantee a specific number of hours to its contractors.

Project Overview: The Direct Mail Contractor will oversee the production of all direct mail materials from ideation to execution, ensuring mailings are on track and aligned with MoveOn's goals. The contractor will manage a multichannel integrated campaign to incorporate email and SMS components into the mail appeal while coordinating with external consultants to determine target audiences, messaging, and budget goals. They will collaborate closely with internal and external teams, including proofreaders, legal, communications, and direct mail consultants, to ensure that all messaging is compliant, accurate, and aligned with MoveOn's values.

Scope of work:

Contractor will:

• Oversee production of all direct response pieces, from ideation to execution, suggest improvements for project management systems for complex campaigns;
• Project manage multichannel integrated campaigns, including using services such as Action Network to incorporate email and SMS into mail appeals;
• Liaise with external consultants. Represent MoveOn to external consultants in production workflow meetings as well as strategy meetings to determine target audience and messages and meet budget goals;
• Oversee copy and design vetting, partnering with proofreaders, legal, and communications team to ensure compliant, accurate, on-message, and values-aligned communications, including driving equity signoff processes
• Schedule meetings and ensure deadlines are met;
• Create donation pages and set URLs for all mail pieces, coordinating with revenue operations vendor to ensure they accurately process all gifts;
• Oversee postage escrow and Business Reply Mail account balances;
• Data support as needed for inputting check gifts and mail processing.

Works closely with: Director of Donor Retention

The project manager will also work closely with key staff including theDonor Services & Middle Donors Manager, Senior Data Scientist and Mobile Fundraising Director & Product Owner

Location: RFP is open to individuals/firms based in the contiguous U.S.

Cost and availability: Include an estimate for hourly rate or project rate in your proposal and any limitations on your availability.

Most-favorable terms:

• MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.
• The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor’s entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.

This request for proposal does not obligate MoveOn to contract for services specified herein.

Rejection of proposals

MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
