    Status: Full-Time/Exempt

    Location: Arlington, Virginia

    Workplace: On-site (Work from home once a week after 90 days on the job.)

    Background: The Ethiopian Community Development Council, Inc. (ECDC), established in 1983, is a non-profit, tax-exempt 501(c)(3) community-based organization with a mission to resettle refugees, promote cultural, educational, and socio-economic development programs in the immigrant and refugee community in the United States, and conduct humanitarian in the Horn of Africa. Since 1991, ECDC has resettled refugees from around the world. ECDC’s resettlement network includes seven branch offices and 18 affiliated community-based non-profit agencies.

    Job Summary: Under the supervision of the Assistant Director for the R&P Post-Arrival Unit, the R&P Program Officer for Quality Assurance lead ensures compliance with processes and procedures within the R&P program, improving systems and maintaining data and programmatic resources. This position reviews R&P program documents and reports, such as the R&P Period Report, Quarterly and Annual Reports, Quarterly Consultation reports, and monitoring reports, to ensure quality alignment and program excellence. The staff is the primary liaison for three (3) resettlement sites, providing ongoing training and technical assistance, reviewing affiliate program reports, including monthly financial reports, and conducting on-site and desk monitoring.

    Key Responsibilities

    Quality Assurance

    • Ensure that overall R&P program practices align with quality standards and comply with the Cooperative Agreement.
    • Take the lead in monitoring, tracking, and following up on R&P grievances, ensuring they are addressed promptly and resolved in a way that upholds program integrity.
    • Contribute to developing and maintaining R&P training materials and program resources, ensuring alignment with program needs.
    • Assist in R&P data collection, ensuring accurate service reporting and documentation across the network.
    • Collaborate with affiliates to verify R&P data accuracy, address discrepancies, and gather missing information.
    • Lead training and provide technical assistance on data collection systems, reporting tools, and best practices.
    • Assist in developing program forms, surveys, and reports for effective data collection and reporting.
    • Analyze program data and quality assurance reviews, identifying trends and recommending improvements.
    • Communicate R&P program updates to staff and provide training to maintain efficiency and accuracy.
    • Collaborate with the Community Engagement Team to review Quarterly Consultation Reports and ensure compliance with the Cooperative Agreement.

    Affiliate Support

    • Serve as the primary ECDC R&P liaison for three (3) of ECDC's Refugee Resettlement Program affiliates, focusing on the R&P program and other refugee resettlement-related initiatives.
    • Respond to affiliate inquiries and resolve individual case issues.
    • Conduct monthly and quarterly conference calls with affiliates.
    • Review affiliates' monthly Period Reports and case expenditure forms.
    • Conduct on-site and desk monitoring of ECDC's resettlement affiliates to ensure compliance and work closely with R&P Monitoring staff to complete timely monitoring reports.
    • Participate in weekly ECDC in-house allocation meetings.

    Program Support

    • Conduct qualitative and quantitative data analysis of R&P reports, including, but not limited to, arrival pipelines, demographics, R&P Period Reports, out-migration, and other related parameters. Interpret results programmatically and follow up on report trends.
    • Assist in planning, preparing, and implementing ECDC's annual national training for ECDC's resettlement affiliates, as well as other associated training, conferences, and meetings.
    • Assist regularly in the R&P program and other resource development-related activities.
    • Assist in drafting correspondence related to program activities and preparing ECDC's R&P Annual Report and other program documents.
    • Participate in relevant funder and partner meetings and working groups.
    • Handle other assignments as required.

    Qualifications

    • A bachelor’s degree and/or equivalent work experience are required.
    • A minimum of one year of experience working with refugee organizations.
    • Knowledge of domestic and overseas refugee processing, policies, regulations, and practices.
    • Knowledge of the Department of State’s Bureau for Population Refugees and Migration Reception and Placement Program and its requirements.
    • Detail-oriented with strong attention to accuracy and compliance.
    • Strong analytical, data interpretation, and problem-solving skills.
    • Experience with case management systems and data reporting tools.
    • Experience in designing and providing training.
    • Demonstrated ability to use Microsoft Word, Excel, PowerPoint, the Internet, and computer/online database systems.
    • Able to travel to affiliate sites for monitoring and to provide TA/training.
    • Must be legally eligible to work in the U.S
    • Must pass a background check.
