    The Role

    New Jersey Harm Reduction Coalition (NJHRC) operates a Middlesex Harm Reduction Center (HRC) located in New Brunswick, NJ. The Middlesex HRC is a full-service syringe access program with three service lines: a drop-in center, mobile outreach and delivery, and healthcare kiosks. These service lines are in various stages of implementation.

    The Middlesex HRC Senior Manager is responsible for overseeing daily operations and scheduling of the Middlesex HRC and ensuring high performance of the three service lines. This position is based in New Brunswick and reports to the Interim Program Director. This is an inaugural role for a relatively new and growing HRC and, as such, the role also involves a significant amount of change management and building of systems and teams with the guidance of the Interim Program Director.

    Who We Are

    Founded in 2019, NJHRC is a growing and fast-paced nonprofit organization whose mission is to create a New Jersey that values the safety and dignity of all people who use drugs, and to make evidence-informed harm reduction public health resources widely available to everyone in our state. We are working toward a world where there is no drug war or stigma against people who use drugs, and where all people have all the resources needed to stay alive and thrive.

    NJHRC accomplishes this through direct harm reduction services, training and technical assistance, and policy advocacy. Our direct services are focused on two Harm Reduction Centers: the Middlesex Harm Reduction Center (which this role is responsible for overseeing) and the Statewide Harm Reduction Center (which is mail-based and uses nontraditional digital outreach and engagement methods). The Middlesex HRC is currently mobile only with the goal to open a fixed site drop-in center in January 2025.

    What You’ll Do

    The Middlesex HRC Senior Manager (SM), is responsible for daily oversight of the Middlesex HRC, which includes the following:

    • Scheduling staff to ensure coverage for drop-in, mobile outreach and delivery, and kiosk services;
    • Coordinating the drop-in program calendar;
    • Supervising frontline staff members, including but not limited to Harm Reduction Specialists staffing across service lines;
    • Co-facilitating weekly Middlesex HRC program meetings to ensure administrative (programmatic infrastructure, i.e. data collection analysis, policies and procedures, staff scheduling and coverage) and clinical (quality of direct services) functions of the program are operating successfully and efficiently;
    • Leading mobile outreach shifts, conducting harm reduction counseling with participants, and acting as an emergency responder in case of an overdose;
    • Managing Middlesex-area partnerships with political and organizational leaders, including but not limited to: New Hope Behavioral Health, City of New Brunswick, Middlesex County Health Department, and Woodbridge Health Department;
    • Ensuring the integrity of Middlesex HRC data collection and reporting across service lines; Supporting the development of and compliance with programmatic policies and procedures across service lines;
    • Identifying areas for programmatic growth, refinement, or change and regularly lifting up programmatic quality improvement to the Interim Program Director; working with the Interim Program Director to plan and implement quality improvement changes.

    Who You Are and Keys to Success (“Must-Haves”)

    • Driver License: You hold a valid driver’s license, the ability to drive NJHRC’s two outreach vehicles (Ford Transit and minivan), and meet the guidelines for drivers of agency-owned vehicles.
    • Relationship-building: You develop and maintain strong, collaborative working relationships with a diverse group of stakeholders, including people seeking Harm Reduction Center services, staff, and organizational partners.
    • Inclusive leadership and management: You have demonstrated experience effectively managing a human-services program that incorporates harm reduction techniques.     • Written and verbal communication skills: You have the ability to clearly express your thoughts and communicate with staff, participants, funders, and other stakeholders on key program directives in written and verbal form. You can advocate on behalf of the program and manage up to your supervisor to align on workflow and program needs.
    • Commitment and experience with Harm Reduction best practices: You have a demonstrated commitment to harm reduction, racial justice, health equity, and the dignity and autonomy of people who use drugs. You have prior experience and training in harm reduction and implementing harm reduction best practices within an organization.
    • Problem-solving skills You demonstrate initiative when approached with a problem and have experience successfully leading others through problem-solving.
    • Self-awareness and emotional intelligence: You engage in self-reflection of your own behavior and demonstrate emotional intelligence.
    • Proficient with computers, project management tools, and/or data software: You have demonstrated proficiency in utilizing project management tools, data entry, and data reporting from spreadsheets or data software tools. You are proficient sending and receiving communication using tools like email, electronic calendars, and case management software and can teach them to others.
