    Description

    The Organization

    Legal Assistance for Seniors (LAS) is a non-profit agency serving Alameda County residents who are 60 years of age and older. LAS has held the Alameda County HICAP contract for 36 years. LAS provides individual counseling and community education to Medicare beneficiaries in the areas of Medicare, supplemental coverage including Medicare Advantage and prescription drug plans, low income assistance programs, and long-term care insurance. Through its Legal Services Program, LAS provides legal advice and information, representation in court and administrative hearings, referrals to other community resources, and community education and training in the following areas: prevention of elder abuse, consumer law, public benefits, housing, guardianships, naturalization, and health law.

    The Role

    The HICAP Manager is responsible for overall management of the Health Insurance Counseling and Advocacy Program (HICAP) in Alameda County. This is a full-time, exempt position reporting to the Executive Director. The HICAP Program Manager is part of the senior leadership team, with input into the strategic direction and guidance of the organization. Also sits on the organization’s management team, with input into the organization’s overall operations. Manages six direct reports and oversees the volunteer corps, averaging 30 registered counselors throughout Alameda County.

    Duties and Responsibilities include but are not limited to:

    Program Administration and Development

    • Long range strategic planning, annual plan design and budgeting
    • Oversee compliance with contract, reporting, and service delivery requirements
    • Represent HICAP & LAS at local, state and national advisory committees, conferences and trainings

    Program Management

    • Maintain high level of technical expertise
    • Supervise HICAP staff
    • Oversees management of the volunteer corps in collaboration with the Volunteer Coordinator and the Health Law Advocate/Assistant Volunteer Coordinator

    Program Publicity and Community Education

    • Oversee HICAP program publicity and community education
    • Network with community service organizations, elected representatives, and others to inform consumers and service providers about the program.
    • Serves as program’s primary spokesperson

    Qualifications

    Required:

    • Minimum of 5 years relevant experience in program management or program administration. Relevant college degree may be substituted for some experience.
    • Ability to work independently and as a team member
    • Compassion, patience, and the ability to work with clients who have special needs or challenges
    • Excellent verbal and written communication skills
    • Excellent Microsoft Office, Power Point, Word, Excel and database skills

    Preferred:

    • Knowledge of Medicare and/or health insurance, including long-term services and supports
    • Knowledge in the field of gerontology and aging programs
    • Understanding of the roles of the Administration for Community Living (ACL), the Centers for Medicare & Medicaid Services (CMS), the Social Security Administration (SSA), and other federal agencies associated with Medicare coverage and the State Health Insurance Assistance Programs (SHIP)
    • Experience in the area of marketing and publicity
    • Bilingual preferred

    • Ability to sit for extended periods, use of phone and computer systems for long periods of time
    • Alternate between sitting and motion tasks frequently
    • Extensive computer use
    • Ability to work independently and as part of a team
    • Hybrid-optional work environment, some in office work required on a regular basis
