    Health and Human Services Federal Monitoring and Advocacy Consultant

    CCWRO’s office is in Sacramento California, this position is remote and requires some travel to Washington DC and other locations in California as needed.

    CCWRO is seeking a contract consultant to 1) monitor federal actions in the health and human services spheres, and 2) engage with congressional members and the Trump administration as necessary to prevent cuts and other negative actions that harm low-income individuals on public benefits. The work will begin as early as possible and will end on December 31, 2025.

    Key Responsibilities

    As the contracted federal consultant for CCWRO, you’ll work with the Deputy Director to:

    1) Educate and Inform: Inform qualified legal services providers (QLSPs) in California about the actions the congress, the court, the administration, including the Health and Human Services Agency, the United States Department of Agriculture, Homeland Security, etc. are proposing or taking that impact public benefits recipients.

    This involves research and messaging, setting up meetings, obtaining input from QLSPs, developing strong and collaborative relationships with partner organizations, and working collaboratively to develop recommendations for relevant parties.

    2) Advocate: Plan visits and communicate with members of Congress and others about the impact that public benefits cuts to Medicaid, Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, Refugee Cash Assistance, Supplemental Security Income, etc., would have on recipients of government assistance.

    This also includes research, messaging, setting up meetings, developing strong and collaborative relationships with congressional members and staff on both sides of the aisle, and other stakeholders like CLASP and the Center for Budget and Policy Priority to advance shared goals.

    3) Communicate and Media Outreach: Draft content for newsletters: draft letters and other content to and for government officials: draft content for the media including opinions and editorials, press releases, and letters to the editors; campaign action emails; fact sheets, bill summaries and policy brief; regulatory comments; analyses; presentations; and social media posts.

    Qualifications

    • A person who has demonstrated commitment to public benefits advocacy and/or uplifting the lives of people in low-income communities.
    • A person who has been involved in political campaigns or has a policy background.
    • A person with experience working with executive and/or legislative branches, and or/demonstrated understanding of congressional or federal agency operations.
    • A good writer, a good public speaker, and a person who can break down tough concepts that can make them accessible.
    • A strategic thinker who is willing to brave, fight and try new things.
    • Well organized and are able to work on multiple legislative and administrative proposals at once.
    • A people person and a good listener with a track record of working with people on projects and in coalitions.
    • A law degree is preferred, but not required. However, if you are without a law degree, you must be able to work with attorneys on staff and others to help analyze laws, regulations, and other guidance as needed.
    • A person who has knowledge of how legal aid organizations work or are willing to learn.
    • Can work independently to drive campaigns using your judgment, but can also communicate with CCWRO personnel and can absorb feedback and respond accordingly.

    Compensation and Benefits

    $64,000 for work to begin as quickly as possible and that will end on December 31, 2025. This is a contract position that will be based on a flat fee, and there will be no benefits. (Contractors who take on this position are not required to devote their entire time to CCWRO: however, CCWRO must be aware of any and all clients the contractor has, and whether the work for CCWRO will be prioritized and the stated responsibilities will be met).

    CCWRO will cover the cost of travel.
