    Description

    General Purpose of the Job:

    The Vice President of Programs will have overall strategic and operational responsibility for all program areas. The position will be a part of the senior management team that drives the overall strategy for the organization and represents the organization on a local and regional basis. The incumbent will initially develop deep knowledge of each program and their day-to-day operations and the organization’s business plan, while focusing on the following areas: program leadership and management, external relationships, and knowledge management.

    The Vice President of Programs will also provide leadership, direction, and management to ensure compliance with all legal, regulatory, and contractual requirements. Provides direction, training, development, and leadership to all direct reports to ensure program services and teams are operating at the most optimal level to sustain and support the vision and mission of the organization by achieving organizational goals.

    Essential Duties and Responsibilities:

    Organizational Development:

    • Develop the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by the programs.
    • Develop dissemination system to share organizational learning with a broad range of communities.
    • Ensure that key project outcomes and/or policy, advocacy, and regulation are evaluated and leveraged for maximum community and organizational impact.
    • Work collaboratively with the senior management team to integrate cross program activities and functions.
    • Strategically collaborate on the development of new programs and business initiatives.
    • Implement measures to ensure that internal controls are in place, enforced, and reviewed periodically for conformance to contractual, organizational, and regulatory standards.
    • Proactively initiate, revise, develop, implement, explain to ensure understanding of, and enforce current and new policies and procedures.
    • Conduct ad-hoc reporting and analysis.

    Program Management, Metrics, and Performance:

    • Ensure ongoing programmatic excellence by developing and operationalized strategies that leads programs and the organization to the next stage of growth.
    • Oversees program management by leading the Assistant Vice Presidents in developing strategies, which ensure programs are delivering quality services and are meeting contractual requirements, including but not limited to, facility operations and regulatory compliance with ECB, DOB, FDNY.
    • Certify annual program goals and targets support the mission and vision of the organization are met by monitoring program performance and developing strategies to ensure achievement.
    • Ensure direct reports’ programs are meeting or exceeding governmental contractual and organizational performance metrics.

    Financial Management:

    • Demonstrate consistent quality of finance and administration, fundraising, communications and systems; recommend timelines and resources needed to achieve the program goals.
    • Support existing programs and the growth the organization by cultivating existing relationships and promoting the Development team’s initiatives with obtaining new funder relationships that will expand revenue generating and fundraising opportunities.
    • Ensure programs are functioning within the approved operating budgets at a 95% capacity while prioritizing budgetary needs.

    Continuous Quality Improvement (CQI):

    • Ensure direct reports develop processes and monitoring tools to meet or exceed governmental/funder and organizational compliance standards.
    • Certify that trends are identified and addressed to aid in the improvement of program and organizational performance.
    • Collaborate with the Director of CQI (Continuous Quality Improvement) on championing program continuous quality improvement, compliance and auditing processes, and training curriculums.
    • Oversee governmental [local, state and federal] and internal audits and the development and enforcement of corrective action plans.

    Staff Management & Development:

    • Attract, develop, coach, and retain high-performance team members by direct interaction and supervision to motivate, empower and mentor them to elevate their level of responsibility, span of control, and performance.
    • Work with staff to develop systems to ensure consistent, high-quality project management.
    • Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth.
    • Promotes collaboration and effective communication amongst direct reports and between programs and business lines to achieve organizational and programmatic goals.

    Secondary Responsibilities:

    • Facilitates effective communication with other staff within the interdisciplinary context, participates as an active member of the Homeless Services Senior Team and contributes to staff meetings.
    • Ensures direct reports are implementing good neighbor policies within their local communities.
    • Liaise with OTDA & DHS with respect to regulatory and contractual requirements.
    • Represent the organization at external meetings with governmental agencies, community and organizational stakeholders.

    • Working relationships and contacts: Foster positive relationships with internal contacts which will include interaction with senior leaders, management, employees within other departments, and direct reports. Will have contact with current and potential business partners.
    • Impact/importance of function: Accountable for service delivery for client satisfaction and to increase positive productivity between the organization and the client and ensuring the accurate and timely response to issues or concerns that are identified.

    Position Requirements and Minimum Qualifications:

    Job-related knowledge:

    • Experience with program development and management, assessment and evaluation, governmental and social services funding, and compliance management.
    • Familiarity with the operational procedures at all levels of the organization.

    Job-related skills, including language, mathematical, and reasoning (analytical) skills:

    • Proven track record of effectively leading a performance-based and outcome-based program and staff.
    • Unwavering commitment to quality programs and excellence in project management with the ability to achieve strategic objectives while managing multi-site organizational issues and complex program budgets.
    • Strong demonstrated ability to engage a wide range of stakeholders including advisory groups, coalitions, forums, trade associations, foundations, corporate sponsors, and practitioner groups that will increase the organization exposure.
    • Ability to work effectively in collaboration with diverse groups of people.

    • High level of computer proficiency in Outlook [email system] MS Word, MS Excel, internet navigation, and the ability to learn new technologies and databases.

    Licenses, certifications, and degrees:

    • Master’s Degree in an appropriate human or social service field and at least fifteen (15) years of direct related work experience in a non-profit senior management or executive level position. Or a bachelor’s degree in appropriate human or social service field and at least ten (10) years of related work experience in a non-profit senior management or executive level position.
    • Nonprofit or experience working with government contracts is preferred, with local, state, and federal agencies, specifically Department of Homeless Services [DHS] Department of Health and Mental Hygiene [DOHMH].

    Other:

    • May be required to work long hours and a varied schedule.
    • Travelling throughout various locations in the New York City area.
    • Lifting and moving objects weighing up to 30 pounds several times a week.
