    Worksite Designation: Hybrid

    Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 50%—75% of the work is telework, and 50%—25% is in-person at our office, off-site, or partner locations. Must come into the office on an as-needed basis.

    Organizational Overview:

    The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.

    Position Overview:

    The Education Programs Senior Manager is responsible for oversight and day-to-day management of instruction for the Training Fund (TF), Health Care Apprenticeship Consortium (HCAC) and Virtual Healthcare Institute (VHI) education programs. These programs include multiple healthcare occupation

    apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare

    Employment & Apprenticeship Programs (IHAP), Nursing Assistant-Certified (NA-C), Medical Assistant, Pharmacy Technician, Behavioral Health, Advanced Certification of Environmental Services Technicians (ACET) and other healthcare education and career pathway programming.

    This role supervises technical coordinators, instructors, and other staff who support these programs throughout the state of Washington, Alaska and Oregon for effective measurement of the quality of instruction and programmatic effectiveness to demonstrate overall impact and value to the Training Fund and its partners. The Sr. Manager of Instruction provides leadership and focus for the development, coordination and evaluation of instructional delivery and quality of adult instruction, community of educational practice, and technology infusion for the Training Fund’s instructional programs including but not limited to utilization and expansion of virtual learning platforms, virtual reality and other ways to improve adult learning. This position is responsible for the relationships with the regulatory agencies of programs.

    This position works in close collaboration with other education program managers supporting educational outcomes in alignment with regulatory oversight. The Senior Manager- Instruction will coordinate with other TF departments to provide education programming that meets overall TF goals and objectives that align with supporting workforce needs along with a strong student experience.

    Student outcomes range from retention, satisfaction, participation and pass rates along with supporting regulatory compliance. The role will support educational delivery to ensure that programs are delivered in a high-quality manner that ensures continued growth to support workforce needs.

    The role requires strong relationship building skills with a commitment to supporting a positive work environment the enables strong relationships with our critical partners including internal staff and external partners such as labor unions, employers, government agencies, regulatory agencies, community-based organizations, healthcare industry groups and higher education, and K-12 entities.

    Supervisory Responsibilities:

    • Supervises instructors and technical coordinators,
    • Facilitate cadence of check-in and communication with staff for co-defining and meeting performance objectives and indicators
    • Holds observations and 1:1s with instructors and to track progress and improve program and instructional quality performance.
    • Supports community of practice and faculty learning community through quarterly faculty development days.
    • Regularly scheduled performance reviews: implements performance improvement plans when needed

    Essential Job Functions:

    Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

    • Oversee regulatory compliance along with supporting positive relationships with program regulatory agencies;
    • Manages the instructional delivery and components of multiple healthcare occupation apprenticeship programs, apprenticeship preparatory programs, Introduction to Healthcare Education & Advanced Certification of Environmental Services Technicians (ACET) and other healthcare and career pathway education programming;
    • Works in collaboration with other Training Fund Staff to coordinate the full breadth of each education program including the instructional composition and the elements impacting the student experience;
    • Review and develop programs and their details with consideration to the participant, the employer, the union and the Training Fund
    • Collaborates with Instructional and Leadership teams to implement, review value, scalability and replicability of innovative teaching and learning practices (generative AI, virtual reality, etc).
    • Develop and maintain Standard Operating Procedures and engages in continuous process improvement to generate the most efficient and effect process connected with academic outcomes;
    • Leads and manages preparation, coordination and/or filing of all program educational curricula and documentation as required (manually and electronically); supervises the accuracy and completeness of data collected, including eligibility, selection, and employer utilization and outcomes, including preparation of proper documentation and quality checks for regular and special agency, compliance, and grant reports;
    • Oversees skill-based competency progression for candidates and students; including formal and 3rd party examinations, as appropriate for each occupation/program;
    • Leads educational and career pathway program operations including program development, outcome assessment, curriculum preparation, program scheduling, ordering/delivery of program materials and equipment, student enrollment, tours, safety, and other administrative tasks related to high quality program delivery;
    • Works with Technical Coordinators on cohort scheduling and planning meetings supporting the programs;
    • Responsible for maintenance of curriculum and ensure it meets L&I Apprenticeship, Department of Health (DOH) (Nursing Commission, Pharmacy Commission, Washington State Board of Community and Technical College (SBCTC), third party credentialing entities and Washington State Apprenticeship and Training Council (WSATC) standards and technical requirements;
    • Supports and maintains positive relationships with external partnerships;
    • Oversees and participates in management, development, maintenance, and provision information, to students, apprentices, instructors, employers, mentor/preceptors, and supervisors regarding course content and scheduling such that employers can coordinate the apprentice’s work activities and competency reviews;
    • Assist with configuration, coordination, direct support, and support services to students/apprentices as necessary;
    • Manage coordination and administration of mid and post-program assessments and data analyses, program educational assessments and reviews, and provides outcomes to leadership and project partners;
    • Manage, facilitate and work as assigned with local WDCs, employers, community-based organizations, and other relevant organizations to promote and expand the program;
    • Ensure timely assembly and collection of reports, data and statistical information regarding the demographic make-up of program participants;
    • Supports vendor and grant management connected to instruction;
    • Provides LMS oversight for instruction delivery;
    • Manages budget and purchasing oversight of classroom and program instruction materials;
    • Ability to travel periodically or on a semi-regular basis;
    • Oversee and conduct coordination with program partners to implement participant enrollment & completion events;
    • Acts as an organizational representative in all situations, setting a strong example of professionalism, work completion and quality, and commitment to organizational goals and ethics;
    • Provides back-up coverage for other team members, as needed;
    • Establish, manage, and complete work priorities, supervision, and management, in a highly organized manner while maintaining flexibility in scheduling and adhering to quality requirements and deadlines; and
    • Performs other tasks and responsibilities as assigned.

    Required Skills/Abilities:

    • Minimum seven (7) years of experience in supervision adult education/training, apprenticeship or workforce development
    • Support labor (SEIU Healthcare 1199NW) and management perspectives in your work at the Training Fund
    • Documented experience working in an environment with multiple and politically diverse partners and stakeholders;
    • Knowledge and experience supervising and supporting instructional delivery, instructors, educational administrators and/or assisting working adults enrolled in education and training
    • Experience supervising instructional delivery;
    • Ability to work with a high-performance, collaborative, constructive peer group,
    • Ability to work with and advance engagement with employer partners, labor unions and staff and to collaborate effectively in labor/management settings and employer-based workforce development programs;
    • Proficiency with use of technology and data entry systems to regularly communicate, document and track student information;
    • Strong Zoom and Teams remote working tools skills, and ability to supervise and coordinate staff, instructors, and contractors working with remote learning and communication equipment and software packages;
    • Ability to connect with and motivate diverse populations to engage in education andtraining programs and address unique needs
    • Attention to detail and ability to comprehend, retain, and apply specific policy information;

    Desired Skills and Experience:

    • Experience supporting student support services, college placement, advising, registration and enrollment processes;
    • Understanding of accelerated learning platforms and/or education or apprenticeship programs;
    • Experience or knowledge of registered apprenticeship as a system;

    Work Environment: Hybrid

    This position provides services primarily in Washington State remotely and in person. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires various “in-person” involvement with apprentices, employers, instructors, and community partners at multiple locations; other portions of this role will be split between telework work and the Training Fund office. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites. Note: COVID restrictions may require a higher level of remote work.
