    Description

    The MERL Officer is a dynamic position that supports the effective design, implementation, and refinement of LWOB’s Monitoring, Evaluation, Research, and Learning strategies across multiple USG-funded and other grant-funded programs. This versatile position will stretch beyond the scope of traditional monitoring and evaluation work; they may conduct background research for project design, document and develop learning outcomes, conduct rigorous analysis of program data, and contribute to the development of various communications materials, such as impact reports and success stories. Working closely with program leads and partners, the MERL Officer will also backstop routine program management and business development tasks, ensuring that projects are evidence-informed and responsive to stakeholder needs.

    POSITION RESPONSIBILITIES

      • Develop and implement MERL plans, theories of change, log frames, and data collection tools in line with donor and organization requirements
      • Analyze qualitative and quantitative data for internal learning and external reporting
      • Track and report on performance indicators across multiple projects
      • Synthesize and present program data for varying audiences, ranging from highly technical to general public
      • Contribute to the development of evaluation and donor reports, impact reports to volunteer teams, success stories, and learning briefs
      • Support project leads with work planning and adaptive management informed by data
      • Assist in managing field data collection as needed
      • Contribute to proposal development, particularly MEL sections and indicator design
      • Coordinate with partners to ensure harmonized data practices and reporting
      • Provide light administrative and project support (e.g., reporting schedules, event and travel logistics)
      • Maintain secure and organized MERL records, dashboards, and documentation systems

    It is expected that this position will spend approximately 50% time on MERL-related tasks, 25% time on project management, and 25% time on business development.
