    Summary: Provide direction and supervision of staff accountants assigned to programs funded by federal, city, state, and private funds; oversee the financial administration of federal, city, state, and private grants; ensure that program meets their contractual goals and objectives. Assist in the budget development process and perform budget analysis duties as assigned by the Senior Director, Grants & Budget.

    Responsibilities:

    • Supervise and monitor contracts, in collaboration with the Management for government and private grants to ensure fiscal compliance and ensure filing of programmatic reporting timely and accurately.
    • Responsible for preparation of the annual budget and budget modification, develop budget spreadsheet templates, and work with staff to ensure that deadlines are met timely and efficiently.
    • Manage the posting of the budget in the financial system.
    • Coordinate and carry out specialized grants management functions:
    • Assist with the preparation and submission of government and private grants applications, including funder budget preparation, compliance, budget preparation, compiling of all materials, ensuring compliance with all requirements, communicating with funder and donor officials regarding questions or problems;
    • Coordinate awarding of grants to sub-grantees, screening budgets and negotiating required changes with applicants, issuance of forms and reporting instructions; monitor sub-grantee reporting and issue payments: verify quarterly financial reports, prepare summary spreadsheets, authorize payments, verify issuance of checks; compile sub-grantee financial data into composite reports to funding agencies;
    • Manage the drawdown of federal funds
    • Train new employees and develop training protocol.
    • Review Personnel Action Forms timely and accurately.
    • Responsible for reconciling receivables and income earned from public and private funders. Ensure staff are consistently processing requests for advances on all contracts.
    • Analyze and monitor monthly variances and the preparation of variance reports comparing budgeted and actual revenues and expenses. Identify areas for concern and report to Finance managers.
    • Assist with the preparation of budgets for RFPs
    • Assist in the preparation and timely submission of grant applications, application amendments, and budget modifications.
    • Ensure the reconciliation and closing of grants on a timely basis.
    • Responsible for the timely transfer of expenditures between funds, cost allocations and other schedules.
    • Attends trainings, in order to be informed of any changes in funders’ requirements.
    • Manage funder auditors and prepare necessary corrective action plans, as required.
    • With Senior Director of Grants, supervise federally funded contracts to ensure compliance with OMB A-133 and A-122 regulations.
    • Prepare Salary Allocation changes based on employee files and provide payroll upload file.
    • Oversees annual reporting such as EO38, CFR Report and OCFS Annual Report.
    • Other Duties as assigned.

    Required:

    • A Bachelor’s degree in Accounting or Finance with three to five years of related experience in a Not for Profit organization and at least two years of prior supervisory experience

    Knowledge and Skills:

    • Solid communication, active listening skills and time management skills including the ability to effectively balance multiple tasks
    • Must have the ability to communicate complex technical information in an understandable manner to staff whose primary responsibilities are non-financial.
    • Demonstrated ability to develop, motivate and retain quality staff
    • Must possess strong analytical and problem=solving skills.
    • Must possess a solid knowledge of accounting systems and must have an advanced level of knowledge of Excel (e.g. pivot tables, v lookup).
    • Must have strong time management skills and be able to prioritize multiple projects to completion by established deadlines.
    • Must have strong computer skills and an ability to assess the suitability of potential new software applications to contract compliance management.
    • Must have excellent interpersonal skills
    • Must have excellent presentation skills
