All positions are contingent upon funding and successful passing of all required background checks, required registry checks and physical screenings if required.Position Summary:In support of the Agency's mission, the Director of Human Resources is directly responsible for the overall administration and management of the Human Resources Department in a non-profit setting with nearly 400 employees. As a key member of the Executive Leadership Team, the Director provides leadership and expertise in the development and management of strategies which promote a supportive work environment for employees, as well as the development and management of systems and practices that ensure compliance with federal and state statutes and regulations, and specific funder requirements pertaining to personnel matters.     Ensure compliance with federal and state statutes and regulations by maintaining knowledge of industry trends and employment law, updating Agency's policies and procedures as needed, and overseeing the communication and education of policies to employees for effective implementation.

    Develop and maintain records and procedures for controlling personnel transactions and reporting personnel data. Responsible for overseeing EEO.

    Hire and supervise department personnel in accordance with the mission, vision and values of Community Action and its personnel policies to ensure staff feel valued and recognized for performing their duties and remain connected to the mission of the organization.Communication

    Provide regular communications to keep employees informed about rights, benefits and services.

    Respond to requests for information, as well as to claims or complaints filed with outside agencies, such as BOLI, and represent the agency at hearings. Consult with legal counsel as appropriate.

    Provide advice and counsel on matters of employee relations to department directors to assist them in carrying out their responsibilities on all personnel matters including resolution of personnel issues, work force reductions, and terminations.

    Ensures an effective and efficient information system that supports key functions of HR management and provides managers with critical data needed for planning, analysis and decision making.

    Prepare timely reporting and support to the Executive Director, Board of Directors, Finance and Audit Committee, Head Start Policy Council, and department directors.Recruitment/On-boarding

    Develop and administer an effective recruitment program that attracts individuals who are talented and are motivated by the Agency's mission, vision, and values.

    Oversee the Agency's job classification program to ensure positions are placed at the appropriate level, and that position descriptions are accurate, clear, and current.

    Oversee employee training programs including new employee orientation, management and supervisory training, and leadership development to support succession planning.

    Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.

    Strictly adhere to agency code of ethics and standards of workplace behavior.Evaluation

    Develop and administer the Agency's performance evaluation program to ensure all employees receive effective, timely, and productive feedback that supports their professional development. Conduct exit interviews to determine reasons behind separation.

    Oversee the administration of the Agency's annual employee survey.

    Oversees the annual review, preparation, and administration of the wage and salary program, including periodic market studies to maintain a competitive salary structure. Conducts total compensation planning to ensure a sustainable program that is cost effective and responsive to employee needs.Benefits Administration

    Oversees benefits administration and enrollment, monitoring claims processing and assisting employees with problems.

    Serves as the lead point of contact with benefits providers, negotiating rates and overseeing payments to insurance carriers.

    Maintains communications, reporting and record keeping in compliance with FMLA/OFLA, ADA, PLO, COBRA, ERISA, IRS, OMB, Workers' Compensation regulations and all other applicable laws.

    In collaboration with the Finance Director, ensure compliance with all reporting requirements relating to employee payroll and benefits.Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.Required Education/Training/Experience:

    Master's degree in Human Resource Management or Bachelor's degree with 5-7 years experience and Certified Human Resources Professional credentials. An equivalent combination of education and experience may be considered.

    Experience providing vision, leadership and planning, for the development and implementation of human resource related information systems.

    Active member of PHRMA, SHRM or other human resource related professional organizations.

    Deep knowledge of Oregon employment law.

    Demonstrated ability to provide agency-wide leadership synthesizing complex information and utilizing excellent communication skills, including written, verbal, and interpersonal.

    Highly proficient in Microsoft Office Suite.Preferred:

    8 – 10 years professional human resources experience.

    Human resources management experience in a nonprofit organization.

    Experience working within a full-service human resources department.

    Experience with ADP or similar human resource related information system.

    Bilingual English/Spanish written and verbal.Required Licensing or Other Special Certifications:

    Requires a valid Oregon driver's license, proof of auto insurance for private vehicle, and access to reliable transportation.Required Physical Demands of Essential Functions and Responsibilities:

    Most work takes place in an office environment with moderate to extensive phone use.

    Extensive use of video terminal and keyboarding.

    In normal work day, may stand/walk __2__ hrs/day; may sit _6_ hrs/day; may drive __4 hrs/week; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _4_ hrs/day; may use hands at or above shoulder level for _1_ hrs/day.

    In normal work day, may bend, squat, and/or climb frequently.

    Work is light in nature, lifting maximum of 30 lbs.

    Frequent lifting and/or carrying of objects weighing up to 20 lbs.
