    Description

    Provisional Community Development Project Supervisor. Join our team & make a difference: facilitating the creation of more community housing – a critical need in Southold Town. This position will administer the Southold Town Community Housing Program, a new initiative funded through the recently adopted Community Preservation Housing Fund.     Responsibilities: Manage the Town Community Housing Program, including overseeing procedures and applications, and serving as the primary liaison with the Town Board and Planning Departments. Responsibilities include facilitating opportunities to create new housing, the review of housing program applications, maintaining the housing registry, tracking housing projects, managing documentation and compliance, and compiling reports.

    Key Responsibilities Detailed:

    • Program Administration: Implement and maintain procedures and application forms for the Southold Town Community Housing Plan.
    • Coordination & Communication: Act as the primary liaison for all community housing-related matters with the Town Board, Housing Advisory Commission, and Planning and Building Departments.
    • Research & Recommendations: Conduct research on recommendations from the Community Housing Plan and provide insights for program development.
    • Application Processing: Review and process applications for housing programs, including loans and grants for developers, first-time homebuyers, and maintenance grants.
    • Housing Registry Management: Administer and maintain the housing registry, ensuring adherence to Town Code requirements.
    • Community Outreach: Facilitate ongoing outreach and education on community housing; coordinate collaboration between various agencies and stakeholders.
    • Project Tracking: Maintain a current list of ongoing community housing projects and coordinate with relevant departments.
    • Documentation & Compliance: Manage documentation for community housing units, including sales prices, rent, and capital improvements. Conduct annual compliance reviews and maintain lists of available units.
    • Contract Review: Review proposed contracts for the sale or lease of housing units to ensure compliance with Town Code and housing fund requirements.
    • Reporting: Compile regular reports and yearly audits; oversee updates to the Southold Community Housing Plan.

    Qualifications: Must possess comprehensive knowledge of local, state and federal laws relating to community & affordable housing development programs; thorough knowledge of state & federal affordable housing funding sources & their requirements; knowledge of local planning, zoning & building regulations; knowledge of real estate law; good knowledge of construction, architectural and planning techniques; proficiency in data management and analysis, ability to conduct research, and experience in report preparation; ability to communicate effectively, both orally and in writing; ability to analyze facts and exercise good judgment in arriving at conclusions; ability to establish and maintain effective working relationship with coworkers, professional colleagues, organizations, public officials and the general public. Requires a bachelor's degree, and ideally a minimum of five years’ experience in housing program management, planning, or a related field, including experience with community outreach and stakeholder coordination.

    Compensation: Competitive benefits. Annual salary range $100K - $125K.

    This is a provisional position: the successful candidate will be hired with the provision that the employee must take the next scheduled Suffolk County Civil Service exam for Community Development Project Supervisor and score high enough to be within the top three willing acceptors of the position.

    Level of Language Proficiency
