    Description of Organization: The Bureau for Humanitarian Assistance (BHA) provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change and self-reliance serving both national foreign policy interests and people in need of humanitarian assistance. BHA fulfills USAID’s role as the lead U.S. Government Agency for responding to emergencies and disasters overseas with both food and non-food emergency assistance, as well as providing a holistic approach to USAID’s programming across the spectrum of preparing for, responding to, mitigating, and preventing disasters.

    Description of Position: The Senior Protection Technical Advisor will lead BHA’s work on protecting women and girls and their access to humanitarian assistance. The incumbent will serve as a senior, expert source of information on and analysis of protecting women and girls in emergencies issues for BHA; using an inclusive approach, craft a strategy that will guide BHA’s approach to protecting women and girls; provide expert technical recommendations on all issues relating to humanitarian protection, particularly protecting women and girls; provide direction for BHA on new and cutting edge methodologies and coordinate team engagement and learning on protecting women and girls; scale the adoption of evidence-based protection interventions within the Agency and externally; build and synthesize evidence across multiple countries, regions, sectors, and programs to assess and influence USAID’s work and that of other actors; employ strong communications and interpersonal skills to develop productive relationships within BHA, particularly country response teams, and within the wider U.S. Government interagency; lead the development of new systems, guidelines, tools and staff resources to frame the design and implementation of protection programming; prepare TPQ senior management and BHA senior leadership, when necessary, to speak on protection issues before UN bodies, NGOs, Congress, the interagency, media, and academic institutions; represent BHA at donor and coordination meetings on protecting women and girls in emergencies issues;; respond to relevant congressional and public inquiries and speak to various visiting groups about protecting women and girls in emergencies. The incumbent will sign-up for and serve as needed multiple times throughout the year on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters.

    Future of Work Designation: This position has been designated as Remote Eligible. Approval of remote work is based on the discretion of the supervisor and needs of the team.

    Qualifications:

    • Must be a U.S. citizen, this needs to be stated in the cover letter or resume. If citizenship is not stated, application will not be considered.
    • Must have one year of specialized experience equivalent to the next lower grade level, FSL-03 or GS-13, of this position. Examples of qualifying specialized experience at the next lower level for this position includes;
      • advising leadership on new developments and effective approaches to humanitarian protection programming in humanitarian response, including protection of women and girls in a civilian-based international humanitarian assistance organization; (b) researching and developing strategies, plans, and program guidance on protection programming including protection of women and girls in humanitarian assistance programs of a civilian-based international humanitarian assistance organization; (c) serving as a technical liaison with USG Agencies, Congress, donors, multilateral banks, and PVOs to coordinate their efforts on protection of women and girls issues in humanitarian response. (d) experience developing and influencing policy and advocacy agendas related to protection, including protection of women and girls in humanitarian action.
    • Overseas experience working on rapid response, political complex crises assistance programs, is preferred.
    • This position requires a specific clearance level based on organizational location.
