    Full-Time Operations & Contracts Manager

    About the Organization

    The California Healthy Nail Salon Collaborative (CHNSC) is a statewide grassroots organization that addresses health, environmental, reproductive justice, and other social issues faced by its low-income, female, Vietnamese immigrant and refugee workforce. Founded in 2005, CHNSC emerged in direct response to an increasing concern of nail salon workers who exhibited serious health issues such as chronic asthma, skin rashes, and reproductive health issues.

    Job Title: Operations & Contracts Manager

    Reports to: Executive Director

    Position Overview

    The Operations & Contracts Manager plays a dual leadership role in ensuring organizational effectiveness while managing all aspects of government contracts and compliance. This position oversees day-to-day operations, optimizes systems and processes, and ensures seamless administration of contracts, grants, and subcontractor relationships. This position offers the opportunity to play a key role in both the operational effectiveness and fiscal health of an organization while advancing CHNSC's mission through efficient, justice-centered practices.

    Operations Management

    • Streamline and maintain organizational systems to support seamless and effective day-to-day operations
    • Improve existing processes and procedures to enhance operational capacity across programs
    • Work closely with fiscal sponsor to provide logistical support for HR functions including staff onboarding and performance evaluations
    • Foster a culture of collaboration, accountability, and continuous improvement

    Contracts & Compliance

    • Develop and implement workflows, processes, and systems to manage government contracts
    • Manage full lifecycle of government contracts including accurate compliance requirements, invoicing, and reporting
    • Develop and monitor contract budgets, track expenditures, recommend budget modifications as appropriate, and ensure accurate financial reporting
    • Serve as primary point of contact for government agencies and other stakeholders regarding contract audits, compliance, and other contractual matters
    • Develop and facilitate trainings with staff as necessary on meeting local, state, and federal compliance requirements
    • Maintain regular communication with fiscal sponsor (Center for Empowered Politics Education Fund)

    Financial & Grants Management

    • Prepare and submit timely financial reports, invoices, and reimbursement requests
    • Maintain comprehensive grants database to track reporting deadlines and requirements
    • Coordinate with program staff to ensure accurate data collection for grant reporting
    • Oversee consultant contracts, billing, and payment processes

    Subcontractor Oversight

    • Ensure subcontractors meet all performance requirements, including program and reporting requirements, budget, and deadlines
    • Develop and maintain subcontractor agreements, reporting templates, and communication workflows
    • Manage timely processing of subcontractor invoices and payments, including coding

    Qualifications

    Required Experience & Skills

    • 3+ years combined experience with an enthusiasm for working with nonprofit operations and contracts/financial management
    • Demonstrated expertise and reliability in financial reporting, budgeting, invoices, reports, and compliance requirements
    • Proficiency with Mac OS, Google Suite, Excel, Airtable, and project management systems
    • Exceptional organizational skills with ability to manage multiple complex projects
    • Strong and confident problem-solving skills and proactive communication style while working with government funders, partners and staff
    • Experience working with government contracts

    Preferred Qualifications

    • Deep commitment to social justice values including gender, racial, and economic justice
    • Experience with Bill.com, Slack, and nonprofit fiscal sponsorship models
    • Background in developing operational systems and process improvements
    • Ability to train staff on compliance and operational procedures

    Work Environment / Physical Demands:

    • This position is hybrid out of CHNSC's office in Oakland or Garden Grove. Will consider remote candidates in CA and outside of CA if not local to these areas.
    • Able to work on a computer, including sitting at a desk, for extended periods of time with or without reasonable accommodation.
    • Manual dexterity to operate a keyboard.
    • Able to see or read a computer screen and printed material with or without vision aids
    • Able to speak clearly and in audible tones on the phone and in-person and be understood by others.
    • Able to hear and understand speech, including on the telephone.
    • Able to understand and follow oral and written instructions.
    • Able to occasionally lift objects weighing up to 10 pounds.

    Expected Hours of Work:

    40 hrs/week.

    Travel

    May require occasional travel for retreats or convenings.

    Compensation

    This is an exempt position. The FTE salary range is $75,000 -$85,000 per year depending on experience. We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
