    Description

    For 20 years, Democracy International (DI) has worked with USAID and other funders to implement $400 million in more than 200 high-quality, creative peacebuilding, conflict-prevention, democratization, and stabilization programs. As a trusted USAID partner in fluid, fragile, conflict-affected, violence-affected, and nonpermissive environments, DI is the newest awardee of the Support Which Informs Fast Transitions (SWIFT) 6 IDIQ under the USAID/CPS Office of Transition Initiatives (OTI). Building upon our deep experience in this sector, we are seeking interested individuals to support our positioning to begin bidding on and implementing task orders, as well as to join our roster for potential short-term technical assistance (STTA) opportunities.

    As a new implementing partner under SWIFT 6, DI is seeking seasoned OTI experts to support us at an organizational level to ensure we have the infrastructure, staff training, and tools in place to respond effectively to RFOPs under this IDIQ. This support may be extended to writing actual RFTOP responses as well as possible start-up related field travel.

    Essential Job Duties:

    The Start-up Support STTA will be responsible for the following:

    • Manage the in-country relationship with OTI through close collaboration with the Country Representative (CR) and Deputy Country Representative (DCR) through the embodiment of the One Team approach.
    • Make key decisions and solve problems in fast-paced, complex operating environments while ensuring operational and program integrity and compliance under the overall program direction of OTI.
    • Provide oversight and quality control of grant and program activity cycle, ensuring appropriate procedures are established and complied with for grant design, development, implementation, management, monitoring and evaluation, and closeout.
    • Contribute to the design and implementation of the monitoring, evaluation, and learning (MEL) system at activity and program levels under the guidance of the CR and DCR.
    • Ensure a collaborative and adaptive approach to learning that iterates on successes through an action-oriented approach to activity and program design.
    • Ensure that relevant staff use, maintain, and consistently contribute to the Activity Database, and that data is accurate, consistent, and complete.
    • Ensure that project budget is effectively managed, working with the DI Home Office to track and project spending in line with OTI expectations and programmatic need.

    Minimum Requirements:

    • Experience working with USAID/CPS/OTI, preferably in both a Home and Field Office capacity;
    • Experience in operational and financial leadership roles on an OTI-funded program;
    • Experience in grantmaking and grant management;
    • Experience in developing SOPs, tools, and templates.

    Reporting:

    • This position reports to the SWIFT 6 IDIQ Manager.
