The Headwaters Foundation is a 501(c)(3) nonprofit organization located in rural Rappahannock County, VA. Our organization serves Rappahannock County Public Schools, a K-12 school system serving approximately 750 children. Our mission is to foster educational excellence in our community and offer enriching programs for the benefit of children and teachers.
