    Position Summary

    Provide operational leadership and coordinate the execution of a mixed methods program evaluation study of the implementation of the Williams Consent Decree, which requires that the state make provisions to care for nursing home residents with serious mental illnesses in the least restrictive environment. Tasks include collaboration with the evaluation team to manage day-to-day operations of the evaluation study, including submission and management of IRB protocols, recruitment of study participants, data collection, data management, qualitative and quantitative data analysis, collaboration with counterparts at the Illinois Department of Mental Health (DMH), and providing assistance with the dissemination of findings through written reports and presentations to multiple constituencies.

    Duties & Responsibilities

    • Literature Review: Conduct and summarize literature related to the Olmstead Decision, including activities and implementations in other states and jurisdictions.
    • Legal Monitoring: Monitor, compile, and document legal proceedings and judgments related to the Williams Consent Decree in Illinois. Reports any significant changes to the project team.
    • Data Collection Strategy: Collaborate with the project team to design and implement data collection strategies for a mixed-methods study. This may include focus groups, one-on-one qualitative interviews, secondary data analysis, and participant surveys to evaluate the Williams Consent Decree's implementation.
    • Team Collaboration: Participate in planning and progress review meetings with the UIC evaluation team and representatives from the Illinois Department Project Leadership: Provide research and operational leadership to ensure project objectives are met. This includes designing, coordinating, scheduling, and reviewing the evaluation study’s implementation, as well as suggesting and implementing changes to the protocol as needed.
    • Data Oversight: Oversee the collection of all evaluation study data, both qualitative and quantitative. Assist in developing interim and annual reports to monitor study progress and report findings.
    • Staff Supervision: Assign responsibilities to and supervise project staff to ensure all activities related to the evaluation study are carried out effectively.
    • Report Preparation: Assist in preparing interim and annual reports on evaluation findings.
    • Additional Duties: Perform other related duties and participate in special projects as assigned.

    Qualifications:

    Minimum Qualifications

    • Bachelor’s degree in social science or related field required.
    • Master’s degree in social science preferred. (e.g., public health, social work, psychology).
    • A minimum of 3 years related research experience.
    • Proven experience in program evaluation, particularly in mixed methods approaches.
    • Strong knowledge of IRB processes and ethical research practices.
    • Excellent skills in data collection, management, and analysis.
    • Effective communication and collaboration skills, with experience working with government agencies and diverse stakeholders.
    • Ability to prepare clear and comprehensive reports and deliver presentations to different constituencies.

    Preferred Qualifications

    • Experience with the Williams Consent Decree or similar legislative mandates.
    • Familiarity with mental health services and nursing home environments.
    • Five years’ experience with research implementation, management, and dissemination
