This position will be hybrid.

    Where you will work:

    The Illinois team works both virtually and in-person. This is a hybrid position with 2 days in the office a week.

    CSH is seeking a Program Manager for this position who has expertise and skills in reentry, jail diversion and supportive housing for individuals impacted by the carceral system. Individuals with lived experience of justice system involvement, housing insecurity, or homelessness are encouraged to apply.

    What you will do:

    • Work throughout Illinois to advance opportunities to create supportive housing for returning citizens and/or those with a justice background, and work in collaboration with reentry sector organizations and justice systems.
    • Bring an ability to maintain quality relationships and partnerships with key community stakeholders, particularly with program participants and partners.
    • Work collaboratively with CSH colleagues and external partners to address, reduce, and eliminate barriers to accessing supportive housing in Illinois as well as providing training and TA, promoting best practices centering racial equity, and using data informed approaches.
    • Manage projects ensuring clearly defined team roles, on-time and on-budget deliverables, and delivery of quality products. CSH expects project managers to foster a work environment based on quality teamwork, mutual accountability, and high-quality performance.
    • Create and deliver in-person and virtual technical assistance (TA), trainings, and webinars. In all these activities, incorporate an emphasis on racial equity and community ownership. This prioritizes and advances racial equity in all CSH led projects by addressing racial disparities in housing and services, and engaging and collaborating with communities of color, culturally specific and/or responsive organizations, and persons with lived experience.
    • Provide system transformation support to government partnerships across homeless, healthcare, justice, family and youth, veterans, and supportive housing partners and providers.
    • Identify opportunities and learnings from projects, to disseminate recommendations and impact across CSH teams and regions, making appropriate connections to share knowledge, experience, and advice.
    • Work with agility and curiosity with other related duties or special projects locally, or in collaboration with regional and national teams as assigned.
    • Participate in and contribute to project teams as assigned. Tasks may include the coordination of and participation in technical assistance visits; drafting reports, policy guidance, fund development, and other documents and resources; and training design, development, delivery, and evaluation – as well as supporting staff engaged in such activities.

    Specifically, we are seeking:

    • 3+ years of experience in supportive housing, affordable housing, behavioral and primary healthcare, community development and/or related fields.
    • Bachelor’s degree or equivalent, or any combination of education, training and experience that demonstrates the ability to perform the duties of the position. This includes lived experience of homelessness, housing instability, participation in housing programs, etc. and professional and/or volunteer experience in the homelessness field.
    • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
    • An understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities is preferred.
    • Professional verbal and written communication skills, including business writing, the ability to facilitate and train, be an active listener, and the ability to represent CSH externally and internally.
    • Utilize CSH’s Race Equity Framework to identify racial inequities in the work.
    • Previous project management and organizational skills with supervision, coaching, and support.
    • Experience providing technical assistance or training to diverse stakeholders including government.
    • Experience and familiarity with permanent housing and services models for vulnerable populations including a housing first approach with harm reduction supports along with housing placement.
    • Represent CSH effectively at external events, ensuring CSH’s interests and reputation are maintained.
    • Comfort with working with a team and partners that are often “virtual” and work via video conference and email.
    • Proven track record of dependability, focus and attention to detail and accuracy.
    • CSH uses a Microsoft Office environment. Proficiency is required or a commitment to self-learn and achieve proficiency upon hire. CSH also uses cloud-based systems for housing waitlist management. Commitment to learn and achieve proficiency within that system is expected.
    • Candidates seeking to work remotely or hybrid must provide their own access to a secure high-speed internet signal (preferably hard wired) at a capacity sufficient to support video, web, and email processing simultaneously based on their personal work environment. This is typically 100Mb and above.
    • Travel for projects, meetings, trainings as required by the position.

    Compensation:

    CSH offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location. Our range for Program Manager (PM) in the Chicagoland area is $70,000 - $87,000. Our ranges are broad, and it is customary for candidates to join CSH at the lower half of the range to leave room for growth, learning, and development in the role and range. It is uncommon for starting salaries to fall above the mid-point. We negotiate actual salaries with final candidates based on their exact location, experience in similar roles, and expertise related to the qualifications.
