    Senior Program Manager, Federal Technical Assistance (HUD)

    Location: Remote (with preference for candidates in the Pacific or Mountain time zones)

The location is flexible with the requirement to be in close proximity to a major airport and within our current geographic footprint, ideally in the Pacific or Mountain time zones. This position can either be remote or hybrid (depending on location). Please identify where you live currently and preferred work location in your application.

    For this position, CSH is specifically seeking candidates with expertise in housing, homelessness, data and governance particularly in the Continuum of Care (CoC) Program. Skills and expertise in addressing homelessness among youth and young adults are preferable. This role supports CSH’s efforts to meet grant and contract demands in communities across the country.

    What you will do:

    • Provide on-the ground and remote technical assistance to communities focused on preventing and ending homelessness, including, but not limited to:
      • Communities that have received youth-specific funding so that local solutions to end homelessness among youth and young adults are inclusive of the insights and expertise of young people with lived experience.
      • Systems change efforts in a variety of urban, suburban, and rural communities with an emphasis on helping communities reduce unsheltered numbers including through effective encampment resolution strategies.
      • Supporting local efforts to improve coordinated entry processes, governance, and system performance.
      • Implementing transformational solutions to prevent and end homelessness that are rooted in considerations of advancing racial equity and inclusive of the insights and expertise of people with lived experience.
    • Manage projects ensuring clearly defined team roles, on-time and on-budget deliverables, and delivery of quality products. CSH expects project managers to foster a work environment based on quality teamwork, mutual accountability, and high-quality performance.
    • Establish and maintain high quality relationships and partnerships with key community partners. Cultivate new relationships and funding opportunities including fielding and responding to external requests for resources and support. Participate in team fund development activities.
    • Create and deliver in-person and virtual technical assistance (TA), trainings, and webinars. In all these activities, incorporate an emphasis on racial equity and community ownership. This prioritizes and advances racial equity in all CSH led projects by addressing racial disparities in housing and services, and engaging and collaborating with communities of color, culturally specific and/or responsive organizations, and persons with lived experience.
    • Provide system transformation support to government partnerships across homeless, healthcare, justice, family and youth, veterans, and supportive housing partners and providers.
    • Identify opportunities and learnings from projects, to disseminate recommendations and impact across CSH teams and regions, making appropriate connections to share knowledge, experience, and advice.

    Specifically, we are seeking:

    • Knowledge and experience working with youth and young adults facing housing instability or homelessness, with demonstrated experience of at least 7+ years working in a role that supported communities developing comprehensive plans to transform systems and creating multi-sector approaches to serving vulnerable populations.
    • Knowledge and experience in the Department of Housing and Urban Development (HUD) Continuum of Care (CoC) and Emergency Solutions Grant (ESG) programs, including CoC/ESG regulations, CoC Governance, Coordinated Entry, System Modeling, and/or Performance Improvement. Experience in supportive housing, affordable housing, behavioral and primary healthcare, community development and/or related fields a plus.
    • Bachelor’s degree or equivalent, or any combination of education, training and experience that demonstrates the ability to perform the duties of the position. This includes lived experience of homelessness, housing instability, participation in housing programs, etc. and professional and/or volunteer experience in the homelessness field.
    • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
    • An understanding of the concepts of institutional and structural racism and bias, white dominant culture and structures of power, and their impact on underserved and underrepresented communities is preferred.
    • Project management experience, with demonstrated leadership and organizational skills and the ability to manage project teams, project budgets and deadlines with moderate supervision.
    • Strong verbal and written communication skills, facilitation and training, active listening, and ability to present to diverse audiences, specifically racially, ethnically and socially diverse communities.
    • CSH uses a Microsoft Office environment. Proficiency is required or a commitment to self-learn and achieve proficiency upon hire.
    • Candidates seeking to work remotely, or hybrid must provide their own access to a secure high-speed internet signal (preferably hard wired) at a capacity sufficient to support video, web, and email processing simultaneously based on their personal work environment. This is typically 100Mb and above.
    • Frequent local, regional, and national travel required. Travel ranges by position and geography, but for most Senior Program Managers is estimated at 20-40%.

    Compensation:

    CSH offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location. Our range for SPM is:

    • SPM in highest geography (E.G. San Francisco, Seattle) $99,000 - $124,000
    • SPM in mid-range geography (E.G. Los Angeles, Chicago, Denver) $90,000 - $113,000
    • SPM in lower mid-range geography (E.G. Minneapolis, Portland, Austin, Las Vegas) $85,000 - $106,000
    • SPM in low-range geography (E.G. Indianapolis, Columbus, Phoenix, Boise) $78,000 - $98,000

    Our ranges are broad, and it is customary for candidates to join CSH at the lower half of the range to leave room for growth, learning, and development in the role and range. It is uncommon for starting salaries to fall above the mid-point. We negotiate actual salaries with final candidates based on their exact location, experience in similar roles, and expertise related to the qualifications.
