    MYSI provides housing, case management, and behavioral health services to youth in care of the Illinois Departments of Children and Family Services (DCFS) and Juvenile Justice (DJJ), and youth in the broader communities where we work. With a growing staff of approximately 60 full- and part-time professionals, MYSI maintains programming 24 hours a day and seven days a week. We seek a Human Resources Manager to help with MYSI’s recruitment, development, and sustained efforts to procure and retain talent for our next phase of strategic growth. This position is full time with a principal office location at 3001 West 111th, Chicago, IL 60655. 

     Responsibilities: 

    1. Sources, recruits, interviews, and facilitates the hiring of qualified job applicants for open positions.
    2. Collaborates with departmental managers to understand the skills, competencies, and licensures required for openings
    3. Facilitates background checks and employee eligibility verifications in compliance with local, state and federal regulations including DCFS licensing standards
    4. Schedules and implements new hire orientations
    5. Verifies with hiring manager which resources new hires will need for a welcoming and successful first day and ensures these are available in advance of each new hire’s start date. These resources may include email, SAAS login credentials, employee self-service portal login, timeclock ID, and a computer
    6. Responsible for real-time reporting to leadership and hiring managers of recruitment and onboarding status for all open positions, candidates, and new hires
    7. Audit, organize, and ensure accuracy and completeness of personnel files (paper and electronic) for all current employees.
    8. Set up and maintain benefit plans in ADP WFN, including rate plans and open, new-hire, periodic ACA, and special enrollment events
      1. Ensures all eligible employees are enrolled in mandatory plans, and invited to enroll in sponsored and voluntary benefit plans, in a timely manner
      2. Ensures enrollments are terminated when employment ends
      3. Oversees COBRA communications and enrollments, and coordinates with Finance team to ensure continuation of benefits premiums are collected appropriately
    9. Handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff
    10. Assist in developing an online toolkit for supervisors to use for performance management
    11. Research and recommend software, third-party providers, and other services to enhance and streamline MYSI’s operational efficiencies, including scheduling and workforce management, absence management (FMLA), staff development, and performance management
    12. Enforce best practices surrounding behavioral & performance management of various employees while demonstrating an understanding of EEOC guidelines. 
    13. Performs other duties as assigned.

    Required Professional Experience:

    • At least three years' experience as a Human Resources Generalist or equivalent position with responsibilities in at least three of the following areas: recruitment (required), HRIS administration (strongly preferred), employee relations and retention (strongly preferred, disciplinary matters, talent management and development, benefits, and/or compensation OR
    • At least one year of human resource management experience or two years of supervisory experience in another field are required.

     Desired Professional Experience:

    One or more years recruiting for a social services or child welfare agency. 

     Required Skills:

    • Excellent verbal and written communication skills
    • Excellent organizational skills and attention to detail
    • Excellent time management skills with a proven ability to meet deadlines
    • Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation
    • Reliable, responsive, and able to prioritize effectively. Fielding time-sensitive and urgent questions and requests, as well as clearly communicating priorities to employees and hiring managers, will be key elements of the role.
    • Strong analytical and problem-solving skills
    • Ability to act with integrity, professionalism, and sound judgment
    • Demonstrated ability to handle, maintain, and control confidential and/or sensitive information
    • Proficiency with Microsoft Office Suite or related software
    • Proficiency with or the ability to quickly learn the organization’s HRIS and time management systems
    • Familiarity with, or an interest in learning, administrative licensing requirements related to staffing and human resources, pursuant to DCFS Rule 401 (Child Welfare Agency) and Rule 403 (Group Homes)

     Desired Skills and Education: 

    • Bachelor’s degree in Human Resources, Business Administration, or related field required
    • Cultural humility and successful experience working with individuals from the communities MYSI serves including, but not limited to, those who are unhoused, justice-involved, individuals with developmental disabilities, and LGBTQIA+ individuals
    • Demonstrates empathy and understands the need for trauma-informed care. 
    • Experience building HR workflows in ADP Workforce Now (WFN)
    • SHRM or HRCI certified

     Physical Requirements: 

    • Prolonged periods of sitting at a desk and working on a computer
    • Must be able to lift up to 15 pounds at times
    • Must be able to access and navigate each of the organization’s facilities and residences

     Other Requirements: 

    • Must be able to successfully pass a background check as required by 89 Ill. Adm. Code 385 (Background Checks) and submit to fingerprinting.
