    The PHLNHPA is a joint powers authority (Whittier, Hacienda Heights, Los Angeles County and County Sanitation Districts) dedicated to acquisition, restoration, and management of open space in the Puente Hills, protecting biological diversity and endeavoring to provide opportunities for outdoor education and low-impact recreation. Today the Authority manages 3,860 acres of natural lands including the hills of Whittier. www.habitatauthority.org
