    Health Access Manager

    (Full-Time)

    Founded in 1980, the Program for Torture Victims (PTV) provides comprehensive bio-psycho-social and legal forensic care and empowerment services to survivors of torture (SOT) to regain their health and well-being, and become self-sufficient, contributing citizens and leaders in their new home in Southern California. PTV’s supports survivors of state-sponsored torture from more than 70 countries including Afghanistan, Ukraine, Uganda, Ethiopia, Venezuela, and other Latin American countries. PTV operates offices in Los Angeles (LA) and Orange (OC) counties, assisting over 470 survivors of torture annually.

    Overview:

    Reporting to the Executive Director and the Social Services Director, the Health Access Manager is a highly collaborative, seasoned, and confident leader who brings health access, eligibility, and public health acumen and experience and relishes the opportunity to build and lead in implementing supportive solutions for clients. This person approaches their organizational responsibilities with rigor, precision, and a strong connection to our mission.

    Responsible for assisting clients and their families with completing and submitting complete and accurate forms; Screen clients for healthcare programs and public benefits; and in the determination of eligibility using income guidelines and other criteria for various applications.

    Health Access Manager will assist clients to complete all other required forms to determine eligibility and annual re-enrollment.

    In alignment with the standards and philosophy of PTV and professional code of ethics, the Health Access Manager will be responsible for, but are not limited to:

    Responsibilities:

    • Assist with the enrollment of public benefits enrollment including MediCal, CalFresh, etc
    • Assist patients in the enrollment process by completing all necessary forms and obtaining all necessary documents; conducts eligibility determination and enrollment in Medi-Cal, other public health assistance programs, and California’s Health Benefits Exchange.
    • Interview people of diverse socioeconomic backgrounds and temperaments using a variety of standard interview and interaction techniques in person and by telephone.
    • Assist patients in utilizing health insurance and resources, including scheduling medical appointments.
    • Participate and maintain presence in local and regional health access roundtables
    • Participate in all required State and Federal trainings.
    • Serve as an advocate between PTV and outside agencies that provide social, health benefits, training, and other services
    • Maintains strictest confidentiality, adhering to all HIPAA guidelines/regulations
    • Host quarterly informational workshops on public benefits.
    • Provide case management, crisis intervention with information & referral, as needed
    • Utilize client case management portal to update files and outcomes
    • Consistent communication with care coordination team
    • Lead team meetings including with external partners for collaborative care for clients
    • Participate in workshops and trainings relating to SOT
    • Assist with Client Case Management, as assigned or needed

    Qualifications:

    • Bachelor’s degree; or high school degree with a minimum of five (5) years’ experience
    • Proven experience in a clinical or nonprofit setting
    • Current Certification as Certified Enrollment Counselor (CEC) with State of California or willing to be certified.
    • Proficient in English (verbal and written); a second language is preferred (Spanish, Arabic, French, etc.)
    • Excellent attention to detail and accuracy in data entry
    • Strong organizational and problem-solving skills
    • Demonstrated commitment to international human rights and trauma survivors
    • Self-motivated, mission driven and able to take initiative, while being a strong team player
    • Experience working with LGBTQ communities, refugees, immigrants, and non-English speakers required
    • Participate in weekly staff meetings
    • Proficient in Microsoft Office
    • Valid CA Driver license, auto insurance, and a vehicle to drive between work locations and off-site meetings

    Compensation: This is a full-time position with a competitive hourly wage ranging from $27 to $30, depending on experience.

    Hours and Benefits: The position offers 32-40 hours/ week, providing flexibility for work-life balance. In addition to the competitive salary, the organization offers generous health benefit package including dental and vision, 403B retirement plan, 10 holidays, 12 vacation days, and 10 sick days. Paid DACA renewal fees.

    Work Location: Hybrid; 3 days in office, 2 days remotely.
