    Job Title:                     Human Resources Manager

    Reports to:                  Director of Operations

    Classification:             Full Time, Exempt

    Salary Range:             $100,000-$140,000

    Location:                     Fresno

    Position Summary

    The Human Resources Manager will be responsible for the day-to-day management of human resources in the organization.  The Human Resources Manager will support the organization in all areas including general HR administration, employee relations, recruiting, onboarding and offboarding, payroll, benefits, leaves of absence, training and development, and enforcing company policies and practices.  The position regularly requires the use of professional, independent judgment to exercise discretion in matters related to the duties set forth below.

    Duties & Responsibilities

    General Human Resources Administration and Compliance

    • Serve as the initial point of contact for employees seeking information regarding HR policies and procedures. 
    • Coordinate employee leaves and reasonable accommodation requests.
    • Complete EDD forms (e.g., unemployment and disability), and other required reporting.
    • Process worker's compensation claims.
    • Process and track employee changes in the human resources information system (Paylocity) and ensure that employee records are current and complete.
    • Work with leadership to manage employee relations, including addressing conflict, and providing support with performance management and progressive discipline.
    • Provide support and guidance to management and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
    • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
    • Support internship program.
    • Oversee employee disciplinary meetings, terminations, and investigations.
    • Review and update the employee handbook on an annual basis, or more frequently as necessary

    Compensation and Benefits

    • Administer benefits programs, including medical, dental, and vision plans, flexible spending, commuter benefits, health savings accounts, and retirement accounts.
    • Oversee all aspects of semi-monthly payroll, working closely with the Director of Operations. Responsibilities will include reviewing the payroll register and making corrections as necessary, supporting staff in ensuring compliance and accuracy on recordkeeping related to timekeeping and reporting expenses, and reviewing payroll entries including expense reports and ensuring completion and accuracy. 
    • Ensure that Paylocity and benefit information is accurate and up to date.
    • Oversee open enrollment. This will include working with executive leadership and the benefits broker to review current benefits and any proposed changes, collecting census data, communicating with employees about benefit options and open enrollment deadlines, and tracking enrollment elections.  
    • Manage relationships with external benefits team to ensure staff’s ease of participating in benefits programs.
    • Analyze trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
    • Implement board-approved salary scale.
    • Assess board-approved salary scale annually with analysis of nonprofit compensation packages or surveys

    Recruitment, Onboarding, and Offboarding

    • Manage the recruitment process that meets Leadership Counsel’s goals and commitment to equity and diversity.  This may include development of recruitment strategies in compliance with applicable law. 
    • Provide support, as needed, on writing and editing job descriptions, ensuring management of job descriptions including appropriate salary scales and duties.
    • Develop and implement interview process including but not limited to screening, scheduling, interview questionnaires, rubrics, reference checks, and making offers of employment
    • Manage the onboarding process, including new employee orientation, welcome emails, introductions to Leadership Counsel's programs, training, tours of Leadership Counsel's offices, necessary supplies, and benefits enrollment.
    • Manage the offboarding process, including terminating departing employees in Paylocity and other benefits platforms, offboarding in all relevant platforms used by the organization such as Asana, conducting exit interviews, and developing other protocols as needed.
    • Partner with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

    Training and Learning

    • Coordinate the annual performance evaluation process for the organization, including tracking completion and supporting managers as needed.
    • Create and maintain an organization-wide training calendar.
    • Ensure employee participation in legally and internally required training, certifications, and licensing (e.g., safety, harassment and discrimination prevention, management training, etc.).

    General

    • Maintain ongoing understanding of Leadership Counsel’s work
    • Develop relationships with key community and organizational partners

    Administrative duties

    • Maintain time records of all activities as directed by co-directors
    • Maintain files in accordance with office policies

    Skills and Qualifications

    Required skills and qualifications:

    • B.A or commensurate work experience
    • 5-8 years of demonstrated experience in human resources
    • Excellent verbal and written communications skills
    • Excellent interpersonal, negotiation, and conflict resolution skills
    • Excellent organizational skills and attention to detail
    • Strong analytical and problem-solving skills
    • Ability to act with integrity, professionalism, and confidentiality
    • Driver’s license and access to personal vehicle and insurance

    The following qualifications are desired, but not required, for this position: 

    • 2-4 years of demonstrated experience working with and on behalf of social justice and environmental justice organizations
    • A demonstrated commitment to community driven change and social, environmental, and economic justice
    • Bilingual Spanish/English
    • SHRM-CP or PHR Certification

    Physical Requirements & Work Environment 

    Ability to drive/travel to meetings within the Organization’s geographic office locations when needed. Ability to utilize a phone system and computer for prolonged periods, including keyboarding, preparation of documents and presentations, video conferencing platforms, email, word processing, and other computer-based and clerical tasks. Position self to move common office supplies typically up to 20 pounds. Must be able to access and navigate each department at the organization’s facilities. This position engages in functions both indoors and outdoors, in office environments with light to moderate noise.     Currently offered benefits for full-time positions include: up to $70 monthly cell phone reimbursement; 100% employer-paid health, vision, and dental insurance for employee; 50% employer-paid health, vision, and dental insurance for employee's dependent(s); up to 6% 401(k) match for employee; annual professional development allotment; 16 accrued paid vacation days per year and additional paid vacation days after 4 years of employment; 15 accrued paid sick leave days per year; 12 paid holidays per year; and paid family leave. Benefits may change from time to time.
