    The Office of Waste Diversion (OWD) is located within the District of Columbia's Department of Public Works (DPW). The OWD is responsible for providing environmentally healthy municipal services that are both ecologically sound and cost effective. OWD also leads the coordination and implementation of policy and planning, education and outreach, and innovative programming in support of the mayor’s zero waste goal of diverting 80 percent of the district’s solid waste away from landfills and incineration through reduction, reuse, recycling, and composting.
