    Penal Reform International is an international NGO, founded in 1989, with consultative status with the United Nations and the Council of Europe and observer status with the African Commission on Human and Peoples' Rights.

    PRI seeks to achieve penal reform by promoting the development and implementation of international human rights instruments, the elimination of discrimination in all penal measures, the abolition of death penalty, the reduction of use of imprisonment and the use of constructive non-custodial sanctions which encourage social reintegration while taking account of the interest of the victims

    PRI's international secretariat is in London, with regional offices are in Moscow, Bucharest, Tbilisi, Jordan and programme offices in Kigali and Lilongwe.
