    Founded in 1982 by the New Israel Fund, Shatil ("seedling" in Hebrew), has been on the front lines of the struggle for social change in Israel for twenty years. As a capacity-building center for grassroots social change organizations, Shatil empowers citizens with the tools to improve their lives and communities and builds institutions to promote long-term social change. Shatil's mandate is inclusive and proactive - reaching out to understand constituencies on the economic and geographic periphery and maximizing their strength by facilitating coalitions among them. Shatil's work strengthens Israel's democracy - increasing citizen involvement in the processes of government and the quest for social justice.
