    DC Refers was created to increase access to justice for moderate-income people in the District of Columbia. Because people of modest means earn too much to qualify for free legal services, but too little to afford to pay market rates to hire a lawyer, they often cannot secure legal representation. DC Refers hosts an online directory of prescreened lawyers who provide high-quality legal services to people whose incomes fall between 200-400% of the federal poverty guidlelines for $75-150 per hour.
