    To foster a humane spirit among the general public; to educate the public in the proper care of dogs, cats and small pets; to provide temporary shelter, food, and medical attention to lost, neglected and diseased dogs, cats and small pets; to restore lost pets to their owners or to seek new homes for them and to secure a merciful solution for dogs, cats and small pets which are old, injured, diseased, dangerous and for which good homes cannot be found.
