The Community Tax Law Project (CTLP) is a nonprofit organization providing free legal services to Virginia’s low-income taxpayers in disputes with the IRS and the Virginia Department of Taxation. CTLP also conducts education and outreach on relevant tax issues to special populations including welfare-to-work participants, immigrant taxpayers, elderly and disabled individuals, domestic violence survivors, and self-employed individuals. CTLP was the first independent low-income taxpayer clinic (LITC) in the nation and is a leader in tax policy and legislative initiatives impacting low-income taxpayers.
