About the role

The OGP Gender and Inclusion Programme Officer will play a key role with the Open Government Partnership (OGP)’s efforts to expand the base of participation and seek more inclusive commitments in action plans. 


The Gender and Inclusion Programme Officer works with members and partners and across teams to mainstream gender, inclusion and youth activities. Under the supervision of the Director, Policy and Partnerships, they will be responsible for: 

i) deliverables on gender, inclusion and youth priorities in accordance with the OGP Strategy and Open Gov Challenge, including internal cross-team coordination needed to achieve these deliverables; and 

ii) externally with key partners and other stakeholders who can help OGP advance these thematic reforms at the national and local level. 


The role will continue to build on the successful launch of Feminist Open Government, an Initiative, co-led by OGP, Results for Development, and IDRC. They will support the development of agenda and content for OGP-led events and OGP’s engagement at key partner-led events. The ideal candidate for this position will be enthusiastic about the promise of open government approaches and entrepreneurial in crafting and implementing gender, inclusion and youth approaches across the Partnership. They will prioritize diversity and inclusion in their own work and promote it throughout OGP. This role works closely with all members of the Support Unit, particularly the Country Support and Communications teams.

Strengthen and accelerate gender and inclusion commitments across OGP action plans and as focus areas of the Open Gov Challenge.

  • Promote members’ implementation of gender, inclusion, and youth initiatives at national and/or local levels, in line with the OGP Strategy and Open Gov Challenge, by developing yearly plans in coordination with relevant teams.
  • Collaborate with Country & Local Programs team to identify and forge partnerships at the country level with governments, civil society partners (e.g. women, gender minorities, youth groups and other relevant actors) and implementation agencies to co-create and implement ambitious gender, inclusion, and youth focused commitments in National Action Plans or for the Open Gov Challenge. 
  • Provide feedback on draft commitments and link to relevant technical expertise. 
  • Organize and coordinate learning activities that promote model commitments through regional workshops, internal staff training, webinars, partner events and the creation of materials in partnership with relevant teams.
  • Coordinate any gender, inclusion and youth focused grants awarded, in conjunction with relevant teams.


Lead the promotion of gender and inclusion as cross-cutting and integrated thematic areas of the OGP Strategy. 

  • Coordinate participation of the OGP Steering Committee (SC) and Support Unit (SU) at relevant gender, inclusion, and youth-focused events at country, regional and global levels. 
  • Develop and implement strategies to promote OGP’s role in key platforms, including the SDGs, UN Women’s Gender Equality campaign, working with OGP Steering Committee members, Champions Network of influencers (Ambassadors, Envoys, etc) and OGP funders supporting these priorities. 
  • Lead the development and execution of relevant thematic sessions in the agendas of the OGP Global and Regional Summits that strengthen OGP’s positioning on gender, inclusion and youth, including related OGP campaigns.
  • Represent OGP at a broad range of local, national and global events and fora, and through thought leadership activities such as authoring blogs and other activities under the direction of the Communication team.

Strengthen partnerships to increase the role of gender and inclusion across OGP Action Plans and Challenge commitments 


  • Manage, strengthen, and expand strategic partnerships to advance gender equality, inclusion, and youth thematic priorities. 
  • Participate in regional and country calls or thematic exchanges with partners, and in other core activities of the Policy and Partnerships and Country Support teams to identify opportunities and provide implementation guidance. 
  • Liaise with Gender, inclusion, and youth officers in partnership organizations across thematic priorities.
  • Collaborate with the Grants Officer and members of the Senior Leadership and Executive Committee on funder relationships and fundraising proposals. 
  • Act as the point person for IDRC for the Feminist Open Government project.

Cross-SU Coordination

  • Coordinate with Operations & Organizational Development team  and Executive Committee to support inclusive policies in internal management processes and procedures.
  • Document program deliverables, analysis of OGP commitments, updates to donors and other relevant program information.
  • Prepare briefing material and slide decks on thematic priorities and the program, including for use by the Senior Leadership Team for strategic and fundraising conversations.

Qualifications

  • Education
  • Bachelor’s degree in gender and inclusion or related programmes, International Affairs, Public Policy or another relevant field (or equivalent experience).
  • Experience
  • Demonstrated experience particularly in a progressive non-profit or forward-leaning international affairs organization. 
  • Demonstrated experience putting forward recommendations focused on inclusion for gender and sexual minorities.
  • Demonstrated passion for learning and growing in intercultural contexts.
  • Knowledge, Skills & Abilities
  • Collaborative and positive attitude.  
  • Demonstrated track record of and initiative in working on gender, inclusion and/or youth policy agendas at the national, regional, and/or global level(s). Preference would be given to candidates with experience in multiple countries and with international and local actors. 
  • Ability to develop and interest in building networks of gender, inclusion and/or youth experts and experts on women’s and youth’s empowerment.
  • Familiarity with core open government principles (i.e. transparency, accountability and participation), and the potential intersection of those concepts with the gender, inclusion, and/or youth agenda.
  • Demonstrated track record of building alliances and coalitions across issue areas and bringing together disparate partners and experts into a coordinated cohort
  • Demonstrated experience of collaborating with government and civil society at the national and/or local level. 
  • Excellent written and oral intercultural communication skills, with the ability to interface with government and civil society actors fluently and confidently.
  • Superior interpersonal skills and the ability to thrive in a multi-faceted team.
  • Ability to work in a distributed team and independently in an international, startup environment, meeting tight deadlines and multiple priorities with minimal supervision. 
  • Fluent in English. Good working knowledge of Spanish and/or French would constitute an advantage. 
  • Physical Requirements
  • This position involves regular office activities in both remote home working and office environments.
  • Travel requirement: International travel may be required four to five times per year.
