Oregon Cascades West Council of Governments (the "COG") is an entity created in the mid-1960s by local governments within Linn, Benton and Lincoln counties under Oregon Law (ORS 190.010). On behalf of the member governments the agency carries out a variety of local, state and federal programs.
The agency is governed by a Board of Directors with one representative from each member government. Participation is voluntary. The vast majority of funding is provided by way of contracts to operate specific services. The COG is not a taxing authority.
