    Contracts Manager

    About the Organization

    Founded in 1972, the Chinese Progressive Association educates, organizes and empowers the low income and working class immigrant Chinese community in San Francisco to build collective power with other oppressed communities to demand better living and working conditions and justice for all people. This position is shared with our sister organization CPA Action Fund, a separate 501(c)4.

    Position Overview

    The Contracts Manager supports the administration of revenue-generating contracted programs and services carried out by the Chinese Progressive Association. The Contracts Manager ensures that CPA’s government contracts are negotiated, executed, administered, and reported on in a timely, accurate, and compliant manner.

    The Contracts Manager leads processes and tasks around initiation and review, tracking and management, and financial reporting and invoicing for all such contracts.

    Responsibilities

    Contracts Management

    • Manage processes to monitor and address compliance requirements and practices, develop and monitor budgets, and ensure timely and accurate reporting and invoicing
    • Collaborate with administrative services providers to develop and implement workflows, processes and systems to manage government contracts.
    • Develop and submit financial reports and invoices and ensure compliance with reporting deadlines and requirements
    • Track and monitor adopted budgets and prepare periodic budget reviews of expenditures and recommend budget modifications as appropriate
    • Coordinate with stakeholders to ensure contracts are encumbered in a timely manner and income is received and allocated accordingly.
    • Conduct periodic assessments of organizational practices in meeting local, state and federal compliance requirements and develop and facilitate training with staff as necessary
    • Serve as the primary point of contact for government agencies and other stakeholders to resolve complex issues, including contract audits, requests, trainings

    Partnership (Subcontractor) Management

    • Oversee systems to ensure that partners are meeting performance and reporting requirements, including meeting program and financial reporting deadlines and ensuring that reports are in compliance with approved contract work plans and budgets
    • Support partners with subcontracting processes and systems, including drafting and reviewing agreements, developing reporting templates, and communicating reporting workflows
    • Support the timely and accurate payment of contract-related bills, including managing invoicing and ensuring proper documentation and coding

    Required Qualifications:

    • At least 2-3 years of experience with an enthusiasm for working with financial data and reporting. This work requires a high level of attention to detail, understanding of salary allocations and an interest in maintaining and communicating accurate data. Experience using data information systems, preparing invoices and reports, or working with financial data in some capacity is required. The ideal candidate is excited by spreadsheets and making data accurate and accessible.
    • Confident problem solver and communicator: The ideal candidate has demonstrated success identifying and solving problems. The Contracts Manager will work with partners and must be able to communicate updates, reminders, and questions regarding contracts to stakeholders with varying levels of familiarity with contracts.
    • Strong work planning skills and reliability: The Contracts Manager must be able to simultaneously manage recurring deadlines and work like regular reporting and invoicing, as well as manage medium and long term projects like developing new tracking systems or conducting research. The ideal candidate is someone who almost always meets deadlines, and communicates proactively when hitting roadblocks. Experience with project management tools is a plus.
    • Experience and comfort working with Mac OS, Google Suite, Excel, Asana, and Airtable.

    Physical Demands

    • Able to work on a computer, including sitting at a desk, for extended periods of time with or without reasonable accommodation.
    • Manual dexterity to operate a keyboard.
    • Able to see or read a computer screen and printed material with or without vision aids.
    • Able to speak clearly and in audible tones on the phone and in-person and be understood by others.
    • Able to hear and understand speech at normal levels and on the telephone.
    • Able to understand and follow oral and written instructions.
    • Able to occasionally lift objects weighing up to 10 pounds.

    Preferred Qualifications:

    • Bilingual in Cantonese or Mandarin
    • Biliterate in Chinese
    • Experience working with working-class Chinese immigrants and/or other BIPOC communities and knowledge of issues affecting working-class immigrants in San Francisco
    • Experience in team management and supervision

    Expected Hours of Work

    20 hrs/week

    Work Environment / Physical Demands:

    • This position will work out of CPA’s office in San Francisco Chinatown. Currently, CPA has a hybrid work schedule. Employees work 3 days in person and 2 days from home.
    • Comply with CPA’s health and safety policies, including COVID safety

    Travel

    May require travel between SF office and East Bay meeting locations, and occasional travel for retreats or convenings.

    Compensation

    This is an non-exempt position at 20 hours per week. The salary range is approximately $31 to $40 per hour depending on experience. We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
