    The Organization

    The Population Health Learning Center (“Learning Center”) is a new nonprofit organization that aims to become a catalyst for aligned statewide population health transformation in Medi-Cal (California’s Medicaid program) and adjacent safety net programs. This includes aligning key funders and initiatives around a consistent approach to build capacity for population health management in the Medi-Cal delivery system, to advance health equity at scale in California.

    The Learning Center serves as the Program Office for a statewide Medi-Cal focused practice initiative. The Learning Center’s broader goal is to build a just and equitable healthcare system for all Californians, especially the people and communities who have been historically underserved. A key part of our 2024 work will be to develop our strategy for doing so, building on our foundational partnership with the California Department of Health Care Services.

    The Learning Center is a fiscally sponsored project of the Tides Center, a 501(c)(3) public charity organization that sponsors over 160 projects. This work aligns with Tides’ vision, in that health equity is central to enabling all populations to thrive and to share prosperity.

    The Position

    The Learning Center is seeking an experienced Finance and Contracts Manager to provide leadership over the organization's financial operations, contracts and, grants. Reporting to the Chief Operating Officer, this role will oversee budgeting, financial planning, and compliance, while developing robust financial procedures to support the organization’s infrastructure. This individual will play a critical role in preparing budgets for new proposals, ensuring alignment with fiscal policies, and driving adherence to grant and contract requirements.

    Responsibilities Include:

    Financial Oversight and Infrastructure

    • Lead financial operations, including budgeting, forecasting, and in-depth financial analysis in partnership with the COO.
    • Develop and manage robust financial monitoring systems to ensure effective cash flow management and fiscal health.
    • Collaborate with the executive team to develop operating and project budgets, craft proposal budgets, and deliver strategic financial reports that support key organizational initiatives and funder relationships.
    • Provide routine updates, tracking expenses against the budget and ensuring compliance with internal financial controls and reporting requirements. Establish financial management procedures, ensuring alignment with the organization's strategic goals.
    • Implement and monitor administrative systems to ensure adherence to financial policies and processes.
    • Ensure financial processes and systems are standardized across the organization and create efficiencies in tracking expenses and budgeting.
    • Drive strategic financial planning and execution for organizational transitions, including future spin-off activities, by developing financial models, assessing resource allocation, and ensuring compliance with evolving legal and financial structures throughout the transition process.

    Contracts and Grants Management

    • Oversee the administration of contracts and subcontracts, including modifications, renewals, and negotiations with partners, vendors, and contractors.
    • Ensure compliance with legal, contractual, and financial requirements while providing continuous support to project teams, including clarifying financial responsibilities, allocating financial resources to specific tasks, billing inquiries, and contract modifications.
    • Develop and implement contract management and reporting procedures and train staff on these procedures.
    • Collaborate with the executive team to ensure all contracts align with organizational goals and deliverables.
    • Manage all components of grants administration, including reporting, compliance, and liaising with grant funders.
    • Monitor grant funding cycles, ensure timely submission of deliverables, and manage financial reporting to funders.
    • Assist in the development of grant proposals, budgets, and compliance tracking systems.

    Preferred Skills and Qualifications Including:

    • Master’s degree in finance, Business Administration, or a related field preferred.
    • Bachelor's degree required.
    • 7+ years of experience in finance and contracts management.
    • Proficiency in developing and maintaining robust financial reporting, budget development, and forecasting systems.
    • Strong experience in contracts and grants management, with a proven track record of managing complex contracts and financial operations in nonprofit or healthcare organizations.
    • Familiarity with the regulations of major funders and grantors, including state and federal funding agencies.
    • Excellent communication, negotiation, and interpersonal skills.
    • Ability to manage multiple projects and work effectively under pressure.
    • Expert knowledge of financial tools, such as Excel, Salesforce, and NetSuite.

    Applications will be evaluated on a rolling basis.

    This is a hybrid role based in the East Bay of California. Candidates must be able to go into the office 1-3 days a week as PHLC secures office space.
